Carolina Peña has been working at the Department of Sustainable Development since 2001. Ms. Pena is originally from Bolivia. She held a bachelor degree in Business Administration from Universidad Privada de Santa Cruz de la Sierra and a Master's of Science in Environment and Energy Management from the George Washington University.

From July 2004 to October 2008, she assisted in the implementation of the Inter-American Biodiversity Information Network Project (IABIN). The goal of this 5-year project is to provide accessible and standard biodiversity information required by the 34 countries of the Americas to improve decision-making, particularly on human development and biodiversity issues.

On 2008, Carolina joined the Energy and Climate Change Mitigation Section as an Energy Specialist, assisting the Division staff to address the needs of the OAS in the area of energy policy and delivery of technical assistance of the projects located in the OAS Member States. She is directly providing technical support to the European Union funded Project "Increasing the Sustainability of the Energy Sector in the Caribbean through improved governance and management", but also known as the "Caribbean Sustainable Energy Program (CSEP)"

From April 2010 to July 2012, she was appointed as the Manager of the CSEP Regional Coordinating Unit based in Saint Lucia. This position allowed a close coordination with official national and regional stakeholders such as CARILEC, CARICOM Secretariat, OECS Secretariat, the Caribbean Sustainable Energy Programme financed by GIZ (CREDP/GIZ) among others.
