Caribbean Emergency Legislation Project

The Department has concluded negotiations with the World Bank on the terms of a Grant to facilitate the implementation of this project which aims to improve legislative and administrative procedures, during and immediately after, the occurrence of a natural disaster.  It is anticipated that the project will produce a set of recommendations for the implementation of clear and transparent procedures to be used during a state of emergency.  They will define government powers and responsibilities during these times, with particular emphasis on the emergency declaration and the governance aspects of emergency budget appropriation and budget execution.
