Ambassador
Frank Almaguer was appointed as Under Secretary for the Secretariat for
Administration and Finance in 2005. In December 2002, Ambassador Almaguer completed a career of
over 30 years as a member of the United States Foreign Service, having
achieved its highest ranks, including service as Ambassador to Honduras from
1999 to 2002. From 2002 until his current OAS appointment, Ambassador
Almaguer served as Senior Advisor to the Pan American Development
Foundation; United States Delegate to the 60th annual meeting of the United
Nations Commission on Human Rights; and international consultant on economic
and social reforms.
Prior to assuming the ambassadorial position in Honduras, Almaguer served as
Mission Director for the U.S. Agency for International Development (USAID)
in Bolivia, beginning in 1996. Between 1991 and 1996, he served in several
positions at USAID in Washington, including as Deputy Assistant
Administrator for Human Resources, 1993-1996 and Regional Mission Director
for Eastern Europe, 1991-1993. His career has included service as Mission
Director for USAID in Ecuador, 1986-1990; Deputy Mission Director (USAID) in
Panama, 1979-1983; Country Director, U.S. Peace Corps in Honduras,
1976-1979; and Associate Country Director, U.S. Peace Corps in Belize,
1974-1976. Between 1983 and 1986, Ambassador Almaguer was the Director of
the Office of South American and Mexican Affairs at USAID in Washington.
Ambassador Almaguer served as a Peace Corps Volunteer in Orange Walk Town,
Belize between 1967 and 1969.
Throughout his distinguished career, Ambassador Almaguer has received
significant recognition of service, including Presidential Meritorious
Awards in 1999 and 1988, a State Department Superior Honor Award in 1999, a
USAID Special Act Award in 1992, the USAID Distinguished Service Award in
1989, and a Meritorious Award in 1979 from the U.S. Peace Corps. In 1996,
the American University granted him the Roger W. Jones Award for Executive
Leadership. In 2002, Ambassador Almaguer received both the Secretary of
State’s and the USAID Administrator’s Distinguished Career Service Awards.
He has been decorated by the Governments of Ecuador, Bolivia and Honduras
for his outstanding service in those countries and is listed in “Who’s Who
in America” and “Who’s Who in the World”.
Ambassador Almaguer is a member of the Washington Institute of Foreign
Affairs, The World Affairs Council of Washington, DC, the Inter-American
Dialogue, The Pan-American Agricultural School Board of Advisors and the
American Foreign Service Association. Ambassador Almaguer graduated from the
George Washington University with an MS in Government Administration and
obtained his BA in Political Science from the University of Florida.
Ambassador Almaguer was born in Cuba and grew up in Florida. He is fluent in
Spanish. He and his wife, Antoinette, have two grown children and three grandchildren. They reside in Vienna, VA.
