Dr.
Carol S. Fuller is a senior career diplomat in the United States Foreign
Service. She became Director for Policy Planning and Coordination in the Bureau
of Western Hemisphere Affairs in 2005.
Dr. Fuller has served in a variety of capacities and regional areas. From
2003-05, she managed U.S. counternarcotics policy and programs in Bolivia as
the Director of the Embassy’s Narcotics Affairs Section. From 2001-03, she
served as Counselor for Political Affairs in the United States Mission to the
Organization of American States in Washington, D.C. Before that assignment, Dr.
Fuller was Executive Director for management affairs in the Bureau of Oceans
and International Environmental and Scientific Affairs as well as the Bureau of
Democracy, Human Rights and Labor in the Department of State. From 1995-99 she
worked in the Narcotics Affairs Section at the U.S. Embassy in Lima, Peru,
serving as Deputy Director from 1998-99. Previously, Dr. Fuller worked as desk
officer for UNICEF in the Bureau of International Organizations and for Rwanda
and Burundi in the Bureau of African Affairs. She has also served at United
States Embassies in Cameroon, Belize, and Nepal.
Dr. Fuller earned a B.A. degree from Wittenberg University, United States,
and holds a PhD from the Catholic University of America. Before joining the
United States Foreign Service, Dr. Fuller taught at the Catholic University of
America, the University of Louisville, and at Westminster College, in the
United States. She speaks French, Spanish, Italian, and German.
