Carmen Marina Gutierrez Salazar is the Director of the
Summits of the Americas Secretariat since January 2007. Previously, she held
the position of Director of the Department of Follow-up, Policies and
Programs of the Executive Secretariat for Integral Development of the
Organization of American States (OAS), where she was in charge of the
formulation of Integral Development Policies and Evaluation Programs and
Projects, as well as directing and coordinating the preparation of the
Strategic Plan for Partnership for Development 2006-2009.
A Nicaraguan diplomatic, Ms. Gutierrez joined the
Nicaraguan Foreign Service in 1993 and her previous appointments include
positions in Costa Rica, Consul in Spain, Chargée d’Affaires, a.i. of the
Embassy of Nicaragua to the United States, and Ambassador Permanent
Representative to the OAS since March 2003 until September 2005, in which
she served as Chair of the Committee on Hemispheric Security (CSH) as well
as the Permanent Council in the 2nd quarter of 2005.
A career diplomat, Ambassador Gutierrez completed her
graduate studies on Diplomacy, with emphasis on Negotiation and
International Economy, at the Diplomatic Academy Manuel María Peralta, in
San José, Costa Rica, in 1993. In addition, she also holds a degree in
advertising from the Universidad Autónoma de Centro América, based in San
José. In 2001, Ambassador Gutiérrez also completed all the optional courses
for a Doctoral Degree on Public International Law and European Community Law
from the Universidad de Alcalá de Henares, in Spain.
Throughout her career, Ambassador Gutierrez has focused
on issues related to International Trade, Tourism, Cooperation, Integration
Processes, Human Rights, Regional Security and International Law. She has
actively participated as a delegate of the Nicaraguan Government to various
forums aimed to promote tourism and commerce, such as the Entrepreneurial
Summits between the European Union and Latin America and several working
groups on investment for the Free Trade Agreement of the Americas.
A keen reader and writer, Ambassador Gutierrez has been
published in various Spanish magazines as well as in specialized Central
American publications, and has collaborated with several tourism-related
programs aired by the BBC of London and Spanish National Radio.
