Venezuelan Ambassador to the Organization of American States (OAS), Jorge Valero has confirmed that his country will push ahead to get the OAS to accept a proposal called the Social Charter of the Americas (CSA) during a special Americas Summit, currently in session in Monterrey, Mexico.

Valero insists that the new charter should become a juridical instrument that will tie up the loose ends of democracy, arguing that democracy is much more than political and civil rights, freedom of expression, division of powers and reglamentation of public affairs ... "democracy is also social justice and development."

Moreover, Valero confirms that the Venezuelan delegation will ask its neighbors to give the Social Charter the same consideration and hierarchy as the Inter American Democratic Charter, arguing that democratic decisions need improvement.

President Hugo Chavez Frias has assumed a consistent position in international affairs, since he took office, highlighting the fact of unequal distribution of wealth in the Western Hemisphere countries.

Venezuela is expected to continue its opposition to the USA's position on the Free Trade for the Americas Agreement (FTAA), along with Brazil and possibly, Argentina.

In the draft text of the proposed Nuevo Leon Declaration, Valero suggests that Venezuela and other countries will oppose any clause dealing with FTAA, warning that the USA is attempting to introduce a motion proposing to exclude from the OAS countries considered corrupt.

Valero contends that Venezuela defends the war on corruption and will support anything that is within the OAS framework ... " we accept measures that will avoid the funneling of monies obtained through corruption, especially in any attempt to take the money out of a country."
