1. Venezuela:

a. Germany: 

(Declaration made at the time of accepting the Agreement) 

Statements with respect to the Land Berlin and the privileges 
and immunities of the Bank in the Federal Republic of Germany: 

The Ambassador of the Federal Republic of Germany 
Washington, July 9th, 1976 

Mr. President, 

In connexion with the deposit today of the instrument of 
acceptance to the Agreement of April 8th, 1959, establishing the 
Inter-American Development Bank I have the honour to declare on 
behalf of the Federal Republic of Germany that Article XI of the 
Agreement will be applied in the Federal Republic of Germany in 
accordance with the following provisions: 

1. The Bank will not be entitled to immunity from legal 
process and enforcement in relation to any civil action for damage 
arising out of an accident caused by a motor vehicle belonging to 
the Bank or operated on its behalf. 

2. Privileges in respect of travelling facilities will 
be accorded on the same scale as those to which officials of the 
World Bank are entitled in the Federal Republic of Germany. 

3. The Federal Republic of Germany reserves for itself 
and its political subdivisions the right to tax salaries and 
emoluments which the Inter-American Development Bank pays to Germans 
within the meaning of Article 116 of the Basic Law for the Federal 
Republic of Germany who have their domicile or ordinary residence in 
the area of application of that law, including Land Berlin. 

4. Immunity from taxation as provided for in Section 9 
of the Agreement will only apply to direct taxes. It will not apply 
to indirect taxes, to taxes, fees, and other charges levied for 
specific services nor to court fees, fees for registration, 
authentification, certification, execution of mortgages, and stamp 
duty. 

Please accept, Mr. President, the assurances of my highest 
consideration. 
 
b. France: 
(Declaration made at the time of accepting to the Agreement) 

DECLARATION 

"This declaration is made on the instructions of my 
government. 

The Government of the Republic of France declares that, in 
accordance with its Constitution, it accedes to the Agreement 
Establishing the Inter-American Development Bank, in the version in 
force at June 1, 1976, to all the stipulations of the general rules governing
the admission of non-regional countries as members 
of the Bank, adopted by the Meeting of the Board of Governors on 
June 1, 1976, as well as to the resolution of the Meeting of the 
Board of Governors of the Bank authorizing the admission of France 
as a member. 

It also declares that it has taken the necessary steps to be 
able to fulfill all the obligations incumbent upon it under the 
above-mentioned Agreement, general rules, and resolution. 

It authorizes Mr. Jacques Wahl, Financial Counsellor, to sign 
the agreement on its behalf, on the understanding that the 
instrument of accession, as well as the text of the credentials, 
will be sent to the competent authorities at a later date."

c. Netherlands (the Kingdom of) 

On 13 January 1986, sent the following information: 

The Royal Netherlands Embassy presents its compliments to the Secretary 
General of the Organization of American States and has the 
honor to request the attention of the Organization of American 
States, with respect to its capacity of depositary of the 
conventions mentioned in the addendum, for the following: 

Effective January 1, 1986, the island of Aruba, formerly part of 
the Netherlands Antilles, obtained internal autonomy as a country 
within the Kingdom of the Netherlands. 

Consequently the Kingdom of the Netherlands as of January 1, 
1986, consists of three countries, to wit: the Netherlands proper, 
the Netherlands Antilles and Aruba.
Since the above-mentioned event concerns only a change in
internal constitutional relations within the Kingdom of The 
Netherlands, as the Kingdom as such, under international law, will 
remain the subject with which treaties are concluded, the 
aforementioned change will have no consequences in international law 
with regard to treaties concluded by the Kingdom, the application of 
which (treaties) were extended to the Netherlands Antilles, 
including Aruba. 

These treaties, thus, will remain applicable for Aruba in its 
new status as autonomous country within the Kingdom of The 
Netherlands effective January 1, 1986. 

Consequently the treaties referred to in the addendum to this 
note, to which the Kingdom of The Netherlands is a Party, and which 
have been extended to the Netherlands Antilles will as of January 1, 
1986, apply to all three countries of the Kingdom of The 
Netherlands. 

The Embassy would appreciate if the other Parties concerned 
would be notified of the above. 

The Royal Netherlands Embassy avails itself of this opportunity 
to renew to the Organization of American States the assurance of its 
highest consideration. 
 
d. United Kingdom: 

(Declaration made at the time of accepting the Agreement) 

Statements with respect to the privileges and immunities of the 
Bank in the United Kingdom of Great Britain and Northern Ireland.
 
e. Former Socialist Federal Republic of Yugoslavia
Resolution DE-267/93 (Adopted December 16, 1993)

ADMISSION OF MEMBERSHIP OF THE REPUBLIC OF SLOVENIA 
AND THE REPUBLIC OF CROATIA AS SUCCESSORS OF 
THE FORMER SOCIALIST FEDERAL REPUBLIC OF YUGOSLAVIA.

The Board of Executive Directors

Considering that the Republic of Slovenia and the Republic of Croatia 
as successors of the Former Socialist Federal Republic of Yugoslavia, 
have fulfilled all the conditions set forth in Resolution DE-55/93 
and therefore are eligible for membership in the Bank,

RESOLVES:

1. To approve the membership of the Republic of Slovenia 
and the Republic of Croatia as successors of 
the Former Socialist Federal Republic of Yugoslavia.
