1. Chile:
(Reservations made at the time of signature)
1. The present adherence is subject to subsequent
ratification following approval by the National Congress of
Chile, in conformity with the provisions of Article XX of
the Convention.
2. Articles XIV and XVI of this Convention will be binding
upon Chile insofar as they are not contrary to its existing
laws.
3. The Government of Chile reserves the right to sign
transit agreements with American countries on such basis as
it may deem necessary.
2. United States:
(Reservation made at the time of signature)
Signed subject to the understanding and reservation that
nothing in Article XV shall be construed to require the use
of personnel and facilities of the United States of America
for the purpose of determining compliance with the
provisions of Articles X and XI by vehicles whenever, in the
opinion of the competent authorities of the United States of
America, there would be an impairment of essential services
performed by such personnel and facilities or an undue
hindrance of the movement of automotive traffic into and
from the territory of the United States of America.
3. Mexico:
(Reservations made at the time of signature)
1. The approval given by the Government of Mexico refers to
the transit of private vehicles that transport their owners,
or the families of friends of these, the transportation of
whom serves no lucrative purpose.
2. Vehicles intended for public service for the
transportation of persons or goods, will continue to be
subject to the provisions of Mexican positive law.
4. Paraguay:

With a reservation regarding Article XIV.
5. Dominican Republic:
(Reservation made at the time of signature)
That the provisions of Article XIV do not imply that the
one-year term specified in Article XII refers to the time
during which a vehicle may travel in a Contracting State
without having posted bond or without paying the duties
demanded by law, but to the term of forfeiture of the
certificate of admission within which the State may not
demand the same. Also, that this Convention does not affect
the treaties, conventions or other international agreements
to which the Dominican Republic has consented or is
consenting or its immigration laws.
6. Venezuela:

Automotive traffic conducted for profit, as well as the
commercial transportation of persons and merchandise,
remains subject to the provisions of Venezuelan legislation.
a. Chile:

1. The Government of Chile reserves the right to sign
transit agreements with American countries on such basis as
it may deem necessary.
2. The customs pass of the Inter-American Federation of
Automobile Clubs shall be included among the passes that,
according to Article XIV, are deemed satisfactory.
b. United States:

With the reservation made at the time of signature.
c. Mexico:
(Reservation made at the time of ratification)
The same reservations made at the time of signature, except
that the word “positive”(Mexican positive law) has been
omitted in the instrument of ratification.
d. Dominican Republic:

With the reservation made at the time of signature.
