▪ Seminar on the Mechanisms for the Participation of Indigenous Peoples in the OAS and Training Workshop on the Inter-American System for the Protection of Human Rights (Washington DC, 2010)

The OAS Department of International Law, Executive Secretariat of IACHR, the Secretariat for External Relations and the Secretariat of the Summits of the Americas jointly organized the “Seminar on the Mechanisms for the Participation of Indigenous Peoples in the Organization of American States”. The event was held at the OAS General Secretariat headquarters in Washington D.C., from June 22nd to 24th, 2010.

Around 60 people attended the 3 day event. The organizers financed the participation of 27 representatives from the following countries: Argentina, Belize, Bolivia, Brazil, Canada, Chile, Costa Rica, Guatemala, Guyana, Honduras, Mexico, Nicaragua, Panama, Paraguay, Peru, Saint Vincent and the Grenadines, Trinidad and Tobago, United States and Uruguay. In addition, representatives from the Indigenous Leaders Summit of the Americas (ILSA) and from the UN Permanent Forum on Indigenous Issues also participated in the Seminar.

The first day of the event was dedicated to the Training Workshop on the Human Rights of the Indigenous Peoples. On the second day of the event, the OAS General Secretariat presented the activities and the projects related to indigenous peoples.

Finally, on the third day of the event, the indigenous representatives presented their proposals.

 
 

There was also a presentation on the achievements of the Indigenous Leaders Summits of the Americas and the UN Permanent Forum on Indigenous Issues. The event ended with a round table on the conclusions and the next steps toward enhancing indigenous people’s participation in the OAS.

At the end of each presentation there was time for open debate and commentary by the participants. The primary outcome of the 3 day event was that indigenous representatives wrote a declaration in which they request the establishment of a Permanent Forum of Indigenous Peoples within the OAS. They also requested amendments to the OAS registration mechanisms of civil society organizations.
