Special
Sessions
International Humanitarian Law (IHL)
is the part of public international law that protects
persons in armed conflict -- either civilians or other
persons who are not (or are no longer) participating in the
hostilities. IHL also restricts the means and methods of
warfare to protect these persons.
The OAS General Assembly has a
demonstrated commitment to the topic, and via its resolution
AG/RES. 2650 on the “Promotion and Respect for
International Humanitarian Law”, requested the Permanent
Council celebrate a special meeting on topics of current
interest in international humanitarian law, where
Member States will present the commitments made in the XXXI
Conference for the protection of persons in armed conflict,
the illegal obstruction of health care provision and the
interplay of international humanitarian law, and
international human rights law governing the regulation
of the use of force and non-criminal detention for security
reasons. The special session is celebrated in coordination
with the International Committee of the Red Cross.
The Department of
International Law, in coordination with the International
Committee of the Red Cross, organizes an annual special
meeting of the Permanent Council’s Committee on Juridical
and Political Affairs on the promotion of and respect for
international humanitarian law. The next meeting, which will
take place on Friday, January 27, 2012 in the Libertador Simon Bolivar room of
the Main OAS headquarters, will serve to educate OAS Member
States, political organs and general secretariat on topics
of importance on International Humanitarian Law and provide
valuable input for the drafting and negotiation of General
Assembly resolutions on the promotion and protection of IHL
in the Americas. |
