Courses on International Humanitarian Law

The General Assembly of the OAS, via resolutions AG/RES. 2575 (XL-O/10) y AG/RES. 2650 (XLI-O/11) on the "Promotion of and Respect for International Humanitarian Law," requested the OAS Department of International Law, in coordination with the International Committee of the Red Cross, organize the fifth course on International Humanitarian Law (IHL) for staff of the permanent missions, of the OAS General Secretariat, and for students of IHL, to take place within the context of the Permanent Council's Committee on Juridical and Political Affairs.

This fifth course will take place on January 26, 2012 and will consist of two main modules. The first covers the use of force, studying the integration of current legal frameworks into doctrine, procedures, training, equipment, command responsibility, and accountability. The second module covers the protection of persons, studying the normative frameworks protecting various categories of persons in situations of armed violence, and humanitarian assistance to victims and vulnerable population. Each module will be followed by an interactive excercise between instructors and participants to exemplify the practical application of the academic concepts covered in the course.

The First Course (January 31, 2007) covered persons and objects protected by IHL, the relation between human rights law, IHL and international criminal law, the application of IHL in the Americas, and the rule of conduct in direction of combat operations. The Second Course (January 24, 2008) covered the protection of civilians in modern conflicts, the role of IHL in the Inter-American system, the implementation and enforcement of IHL today, and the role of the ICRC in current conflicts. The Third Course (December 4, 2008) analyzed the means and methods of warfare, with special emphasis on cluster munitions and of the use of private military/security companies in modern armed conflicts. The Fourth Course (January 28, 2010) analyzed the interaction between IHL and other norms in armed conflicts and other situations of violence.
