International Protection of Human Rights

VII Masters Degree Program in International Protection of Human RightsFor the second consecutive year, the Department of International Law participated in the prestigious Master’s Degree Program in International Protection of Human Rights, organized by the Universidad of Alcalá, Spain, under the leadership of the renown internationalist of said higher institution of learning, Professor Carlos Jiménez Piernas and others. The lectures for which the Department was responsible were given November 8-12, 2010, at the old and distinguished university in whose auditorium the prestigious Cervantes Prize is awarded each year.

This year, the Department gave five lectures in connection with a course entitled “Human Rights and Vulnerable Groups: Political Processes within the framework of the Organization of American States.” The course addressed issues such as the OAS and the inter-American system; the Draft Inter-American Convention against Racism and All Forms of Discrimination and Intolerance; the Inter-American Convention on the Elimination of All Forms of Discrimination against Persons with Disabilities and the Program of Action for the Decade of the Americas for the Rights and Dignity of Persons with Disabilities; the role of the OAS with respect to refugees, internally displaced populations, and stateless persons; and finally, the issues of human rights, sexual orientation, and gender identity, as well as the international standards for the protection of people of African descent within the inter-American system.

The master’s degree program was designed to train government officials, attorneys, and other professionals working in the human rights area, with special emphasis on international legal practice. Among those taking part in the course were several Latin American and European students, as well as students from other regions. Many were government officials in their respective countries, hailing from institutions such as the ombudsman’s office, or other human-rights-based entities, while others were members of NGOs working in the human rights field. Through its participation in this program, the Department of International Law has sought to disseminate information on the work of the Organization in the human rights field and on the issues of different vulnerable groups. All of these efforts are in keeping with the mandate established within the framework of the Inter-American Program for the Development of International Law that the DIL is tasked with implementing.
