AMENDMENT OF RESOLUTION CP/RES. 965 (1733/09),
“TEMPLATES TO BE USED BY THE PERMANENT COUNCIL FOR RESOLUTIONS
TO BE REFERRED TO THE GENERAL ASSEMBLY FOR CONSIDERATION”

THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

CONSIDERING:

That on December 16, 2009, the Permanent Council adopted resolution CP/RES. 965 (1733/09), entitled “Templates to Be Used by the Permanent Council for Resolutions to Be Referred to the General Assembly for Consideration”;

That Template A contained in resolution CP/RES. 965 (1733/09) is “For Resolutions Authorizing Specific Projects and Other Activities Requiring OAS Financing”; and

That in this first year of implementation of resolution CP/RES. 965 (1733/09), it is necessary to allow more time to complete the costing of all draft resolutions arising from the committees of the Permanent Council, from the Inter-American Council for Integral Development, and from other organs that are to be referred to the General Assembly for consideration at its fortieth regular session,

RESOLVES:

1. To request the General Secretariat to submit to the member states by June 30, 2010, in consultation with the Committee on Administrative and Budgetary affairs (CAAP), the estimates on the financial impact of the resolutions adopted by the General Assembly at its fortieth regular session.

2. To request the General Secretariat to develop and complete, by December 31, 2010, a training program for its staff members and for the staff of the member states’ delegations on the process of costing draft resolutions, and to submit to the CAAP a report on the results of that program.

3. To request the CAAP to evaluate, by February 28, 2011, the application of resolution CP/RES.965 (1733/09) as well as the training program thereon, and propose to the Permanent Council any modifications necessary to ensure that the projects and activities of the Organization are costed correctly, and to decide on a course of action.

4. To request the CAAP to prepare clear and transparent draft procedures for the use of the templates adopted by resolution CP/RES. 965 (1733/09), and that it refer those procedures to the Permanent Council for consideration, by February 28, 2011, so that they may be implemented by the following General Assembly sessions.

5. To urge the committees of the Permanent Council to include the text below, and to recommend its inclusion by the Inter-American Council for Integral Development and by all other organs whose draft resolutions require OAS financing and are to be referred to the General Assembly for consideration at its fortieth regular session:

“The activities identified herein for execution shall be subject to the availability of financial resources in the program-budget of the Organization and other resources.”
