CALENDAR FOR CONSIDERATION AND APPROVAL OF
THE 2011 PROGRAM-BUDGET
(Adopted at the meeting held on March 3,
2010)
THE PERMANENT COUNCIL OF THE ORGANIZATION OF
AMERICAN STATES,
CONSIDERING:
That Article 90 of the General Standards
requires that the Secretary General present his proposed program-budget
to the Preparatory Committee at least ninety days prior to the opening
date of the General Assembly session in which it is to be considered;
That normally the program-budget is
considered by the General Assembly in regular sessions held in the final
months of the first semester of the calendar year;
That the member states have repeatedly
recognized the need for a program-budget more closely aligned with the
mandates of the Organization, taking into account the outcomes of the
process of prioritization proposed by member states;
That the Committee on Administrative and
Budgetary Affairs of the Permanent Council has established the Working
Group on OAS Program Review for the purpose of examining the current
mandates of the Organization;
That in resolution AG/RES. 1 (XXXVIII –
E/09) the General Assembly instructed the Secretary General “to conduct,
prior to the start of the discussion and approval cycle of the proposed
program-budget for 2011, the necessary consultations in order to gather
and present the data and reports that the permanent missions may require
at the onset of the cycle of meetings of the Subcommittee on
Administrative and Budgetary Matters, and to present a preliminary
budget outline to the CAAP by March 15, 2010, taking into account the
work of the CAAP Working Group on OAS Program Review” (heretofore, “the
Working Group”);
That in order to ensure that the 2011
program-budget is closely aligned with the mandates emanating from the
General Assembly, and that it may take into account the recommendations
of the Working Group on prioritizing the mandates of the Organization,
it is necessary to postpone the preparation, consideration, and approval
of the 2011 program-budget until after the 2010 regular session of the
General Assembly; and
That the postponement of the process for
preparing, considering, and approving a 2011 program-budget that
incorporates the mandates of the regular session of the General Assembly
and the findings of the Working Group will require the convocation of a
special session of the General Assembly to approve the 2011
program-budget early in the final trimester of 2010,
RESOLVES:
1.
To convoke a special session of the General
Assembly to consider and approve the 2011 program-budget by September
30, 2010.
2. To request the Secretary General, in
accordance with the guidelines established in resolution AG/RES. 1
(XXXVIII-E/09), to present his proposed program-budget to the
Preparatory Committee for that special session no later than ninety days
prior to its opening date, in accordance with Article 90 of the General
Standards, and responsive to the guidance that may emanate from the
fortieth regular session of the General Assembly, particularly with
regards to the program-budget ceiling.
3. To notify the Preparatory Committee of the
fortieth regular session of the General Assembly of this resolution.
