CONVOCATION OF THE THIRTY-NINTH SPECIAL SESSION OF
THE GENERAL ASSEMBLY TO ELECT THE SECRETARY GENERAL AND
THE ASSISTANT SECRETARY GENERAL OF THE ORGANIZATION OF AMERICAN STATES

(Adopted at the meeting of February 3, 2010)

 

           THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

TAKING INTO ACCOUNT that the current Secretary General’s term in office expires on May 25, 2010;

TAKING INTO ACCOUNT ALSO that the current Assistant Secretary General’s term in office expires on July 19, 2010;

CONSIDERING that, although the two dates do not coincide, it would be prudent to hold elections for a new term in both positions on the same date;

CONSIDERING ALSO that the candidates elected should have reasonable time after their election to prepare for taking office and that such a period should not be less than two months;

RECALLING that, through resolution AG/RES. 2103 (XXXV-O/05), adopted on June 7, 2005, the General Assembly instructed the Permanent Council to invite the candidates put forward by member states for those positions to give a public presentation to the Permanent Council prior to the elections, in order to describe in greater detail their proposals and the initiatives they would undertake should they be elected;

RECALLING ALSO that article 26 of the Inter-American Democratic Charter stipulates that in its programs and activities aimed at promoting a democratic culture the OAS shall “take into account the contributions of civil society organizations working in those fields,” that this process is a democratic exercise within the inter-American system , and that accordingly the General Assembly resolution instructed the Permanent Council to provide “an opportunity for a separate dialogue between the candidates and representatives of civil society organizations duly accredited to the Organization … [to] be governed by the Guidelines for the Participation of Civil Society Organizations in OAS Activities,” adopted by the Permanent Council in 1999 in resolution CP/RES. 759 (1217/99); and

ACTING under Article 58 of the OAS Charter, which empowers the Permanent Council to convoke a special session of the General Assembly of the Organization,
RESOLVES:

1. To convene the thirty-ninth special session of the General Assembly on Wednesday, March 24, 2010, at 11:00 a.m., at the headquarters of the Organization, to elect the Secretary General and the Assistant Secretary General.

2. To encourage the member states to formally propose their candidates.

3. To convene a special meeting of the Permanent Council on Wednesday, March 3, 2010 at OAS headquarters, to enable the candidates put forward by the member states to present their proposals and initiatives.

4. To charge the General Secretariat with the organization of actual or virtual meetings between the candidates and representatives of civil society organizations duly accredited to the Organization for the purpose of achieving a broad coverage between the period of 4 to 19 March.

5. This resolution shall not affect the right of the member states, set forth in articles 73 and 74 of the Rules of Procedure of the General Assembly, to submit candidates for the positions of Secretary General and Assistant Secretary General up to the day of their election.
