XX PAN AMERICAN CHILD CONGRESS

THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

HAVING seen resolutions CD/RES. 05 (82-R/07) and CD/RES. 07 (83-R/08), approved by the Directing Council of the Inter-American Children’s Institute (IIN);

CONSIDERING:

That Article 19 of the IIN Statute establishes that the Pan American Child Congress is an inter-American ministerial meeting that has the purpose of promoting the exchange of experience and knowledge among the peoples of the Americas on the issues within the competence of the Institute and of proposing the relevant recommendations; and

That Article 22 of the Statute provides that the Congresses may act as Inter-American Specialized Conferences;

RECALLING that Article 74 of the Charter of the Organization of American States provides that “[e]ach Council may, in urgent cases, convoke Specialized Conferences on matters within its competence, after consulting with the Member States and without having to resort to the procedure provided for in Article 122”; and

TAKING INTO ACCOUNT:

That the Government of Peru offered to host the XX Pan American Child Congress, to be held in 2009;

That the designation of the Pan American Child Congress as an Inter-American Specialized Conference will raise even further the political and technical profile of the meeting and will, consequently, lend additional weight to the political guidelines and agreements it adopts and thereby redound to the benefit of the children in the countries of the Hemisphere;

RESOLVES:

1. To declare the XX Pan American Child Congress an Inter-American Specialized Conference.

2. To thank the Government of Peru for offering to host the XX Pan American Child Congress, to be held from September 23 to 25, 2009, in Lima, Peru.

3. To instruct the General Secretariat to carry out the activities referred to in this resolution within the program-budget of the Organization and other resources.
