COMMEMORATION OF THE 60TH ANNIVERSARY OF
THE LEO S. ROWE PAN AMERICAN FUND
(Adopted at its session held on September 10, 2008)
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
CONSIDERING:
That the Leo S. Rowe Pan American Fund is a rotating fund set up in
accordance with the will and testament of Dr. Leo S. Rowe, General
Director of the Pan-American Union from 1920 until his death in 1946;
That the purpose of the Fund is to assist both students from Latin
America and the Caribbean member countries who wish to pursue tertiary
education in the United States as well as personnel of the General
Secretariat of the Organization of American States;
RECALLING that over the past 60 years, the Leo S. Rowe Pan American Fund
has served the hemisphere by providing over 6,000 loans to citizens of
Latin America and the Caribbean to the value of $13 million as well as
to awarding over 1,400 loans to OAS staff members for their studies, for
those of their dependants and for emergencies for a total of 3.6 million
dollars;
BEARING IN MIND:
That the Charter of the Organization, through Article 49 (c) establishes
that higher education shall be available to all, provided that, in order
to maintain its high level, the corresponding regulatory or academic
standards are met;
That the Fourth Summits of the Americas held in Mar del Plata,
Argentina, underlined in paragraph 40, the essential role of life-long
learning opportunities, especially in technical and professional
training,
RESOLVES:
1. To acknowledge the contribution made over the past 60 years by the
Leo S. Rowe Pan American Fund.
2. To recognize the important role performed by the Leo S. Rowe Pan
American Fund in promoting the objectives of the OAS.
3. To acknowledge the contribution made by recipients of the Leo S. Rowe
Pan-American Fund to the development of the respective countries and to
the Hemisphere.
4. To recommend that the Secretary General continue supporting the Fund
and the fulfillment of its objectives.
