PERMANENT LIFTING OF THE PAUSE
IN THE AWARDING OF OAS SCHOLARSHIPS
(Adopted at the joint meeting of the Permanent Council and the Permanent
Executive Committee of the Inter-American Council for Integral
Development (CEPCIDI) held on May 16, 2007)
THE PERMANENT COUNCIL AND
THE PERMANENT EXECUTIVE COMMITTEE OF THE INTER-AMERICAN COUNCIL FOR
INTEGRAL DEVELOPMENT,
HAVING SEEN resolutions AG/RES. 2257 (XXXVI-O/06), “Program-Budget of
the Organization for 2007, Quotas and Contributions to FEMCIDI for
2007”;
BEARING IN MIND the decisions set forth in resolution CP/RES. 912
(1574/06), “Temporary Lifting of the Pause in the Awarding of New
Scholarships”;
REAFFIRMING that the member states attach high priority to human
resource development through the OAS Scholarship and Training Program
and that this Program is an important tool that promotes the cooperation
and integration of the states of the Hemisphere;
RECOGNIZING that an increase in OAS-placed scholarships supports the
expansion of the OAS Scholarship and Training Programs;
CONSIDERING that the Permanent Executive Committee of the Inter-American
Council for Integral Development (CEPCIDI) approved the Manual of
Procedures for the Scholarship and Training Programs of the OAS in
resolution CEPCIDI/RES. 137 (CXXXII-O/07), adopted on April 11, 2007;
and
HAVING SEEN the “Report on the Scholarship Program for the period 2006 -
April 2007 presented by the Department of Human Development” and
resolution CEPCIDI/RES. 138 (CXXXIII-O/07) “Modification of Articles
45.1 and 45.8 of the Manual of Procedures for the Scholarship and
Training Programs of the Organization of American States,
RESOLVES:
1. To take note of resolution CEPCIDI/RES. 137 (CXXXII-O/07) of April
11, 2007, “Approval of the Manual of Procedures for the Scholarship and
Training Programs of the Organization of American States,” and of the
“Report on the Scholarship Program for the period 2006 - April 2007
presented by the Department of Human Development”.
2. To permanently lift the pause in the awarding of scholarships that
was instituted in resolution AG/RES. 2257 (XXXVI-O/06).
3. To determine that CEPCIDI shall review, beginning with the 2010
cycle, and at least every three years thereafter, the monetary cap of
US$30,000 per scholarship per academic year, established in resolution
CP/RES. 912 (1574/06).
4. To determine the progressive increase in the number of OAS-placed
scholarships versus the number of self-placed scholarships as provided
for in Articles 11, 66.1, and 67.1 of the Manual of Procedures, .
5. To instruct the General Secretariat to submit to CEPCIDI, no later
than September 30, 2007, a detailed work plan for attaining the
objectives established in regard to the distribution between types of
scholarships, and until it attains the actual capacity as established in
Article 11.2, to report twice a year on the progress achieved.
6. To instruct the General Secretariat to prepare and execute a plan of
action to mobilize external resources and other resources from regional
and international organizations, public or private entities,
philanthropic or commercial institutions, or institutions of higher
learning to cofinance the expansion of undergraduate, postgraduate,
professional development, and technical studies scholarships.
7. To urge member states and observers to contribute to funding the
expansion of the OAS Scholarship and Training Programs, through specific
funds and contributions to the OAS Capital Fund for Scholarships, among
others.
8. To instruct the General Secretariat to present an annual report to
CIDI on the development of the OAS Scholarship and Training Programs and
on the administration of their financial resources, including any
external resources obtained.
