COMMITTEE FOR THE ELIMINATION OF ALL FORMS OF DISCRIMINATION
AGAINST PERSONS WITH DISABILITIES
(Approved at the meeting of January 24, 2007)
THE PERMANENT COUNCIL OF THE ORGANIZATION
OF AMERICAN STATES,
BEARING IN MIND:
resolution AG/RES. 2167 (XXXVI-O/06), “Establishment of the Committee
Provided for in the Inter-American Convention on the Elimination of All
Forms of Discrimination against Persons with Disabilities”;
The Inter-American Convention on the Elimination of All Forms of
Discrimination against Persons with Disabilities, adopted in Guatemala
on June 7, 1999, during the twenty-ninth regular session of the General
Assembly of the Organization, which convention entered into force on
September 14, 2001;
Article VI of that Convention, which provides that, to follow up on the
commitments undertaken therein, a Committee for the Elimination of All
Forms of Discrimination against Persons with Disabilities, composed of
one representative appointed by each state party, was to be established;
That the same Article VI provides that the first meeting of the
Committee shall be convened by the General Secretariat of the
Organization of American States;
The note from the Permanent Mission of Panama, published in document
CP/doc.4165/06, in which the Government of the Republic of Panama
offered to host the first meeting of the Committee;
That, at its meeting of December 18, 2006, the Permanent Council
accepted the kind offer of the Government of Panama and decided that the
first meeting of the Committee would be held on February 26 and 27,
2007; and
That, on December 19, 2006, the Secretary General convened the first
meeting of the Committee for the Elimination of All Forms of
Discrimination against Persons with Disabilities;
That the Government of Panama has requested that the meeting dates be
changed to February 28 and March 1, 2007; and
HAVING SEEN document CP/CAJP-2434/06 rev. 2, entitled “Draft Rules of
Procedure of the Committee for the Elimination of All Forms of
Discrimination against Persons with Disabilities”; and document
CP/CAJP-2420/06 rev. 4, entitled “General Orientation regarding the
Contents of the Reports of the States Parties to the Inter-American
Convention for the Elimination of All Forms of Discrimination against
Persons with Disabilities,” proposed by the Secretary General in
accordance with resolution AG/RES. 2167 (XXXVI-O/06) and presented to
this Permanent Council by its Committee on Juridical and Political
Affairs,
RESOLVES:
1. To thank the Government of Panama for its kind offer to host the
first meeting of the Committee for the Elimination of All Forms of
Discrimination against Persons with Disabilities, to be held on February
28 and March 1, 2007.
2. To transmit to that Committee document CP/CAJP-2434/06 rev.2,
entitled “Draft Rules of Procedure of the Committee for the Elimination
of All Forms of Discrimination against Persons with Disabilities,” and
to transmit to the states parties document CP/CAJP-2420/06 rev. 4,
entitled “General Orientation regarding the Contents of the Reports of
the States Parties to the Inter-American Convention for the Elimination
of All Forms of Discrimination against Persons with Disabilities.”
3. To urge the states parties to the Convention to appoint, before
January 31, 2007, their representatives, who should serve independently
and in their personal capacities, be persons of high moral authority,
and have sound technical knowledge and experience in the various
subjects addressed by the Convention.
4. To urge states parties, as stipulated in Article VI.4 of the
Convention, to present a report, taking into account the “General
Orientation regarding the Contents of the Reports of the States Parties
to the Inter-American Convention for the Elimination of All Forms of
Discrimination against Persons with Disabilities,” document
CP/CAJP-2420/06 rev. 4.
5. To request the Secretary General to continue, in accordance with
Article VI.7 of the Convention, to provide the necessary support for the
fulfillment of the Committee’s functions.
