ADDRESSING EXTREME
POVERTY, INEQUALITY, AND SOCIAL EXCLUSION
AS A MEANS OF STRENGTHENING HEMISPHERIC SECURITY

session held on May 17, 2006)
THE PERMANENT COUNCIL OF THE ORGANIZATION
OF AMERICAN STATES,
RECALLING that, in operative paragraph 2
of resolution AG/RES. 2115 (XXXV-O/05), the General Assembly instructed
the Permanent Council to hold, in the context of the work of the
Committee on Hemispheric Security, and in coordination with the
Permanent Executive Committee of the Inter-American Council for Integral
Development (CEPCIDI), a seminar, with the participation of government
experts, international organizations, and representatives of civil
society, for the purpose of considering, from a strategic point of view,
how extreme poverty erodes social cohesion and undermines the security
of states;
RECALLING ALSO that the Declaration of
Santiago, approved at the Second Summit of the Americas (1998, Chile)
contains a series of measures designed to eradicate poverty and
discrimination; and
HAVING SEEN the Report of the Chair of
the Committee on Hemispheric Security and the Committee’s recommendation
that this seminar be held in the spring of 2007,
RESOLVES:
1. To convene a seminar of the Committee
on Hemispheric Security, for the purposes established in General
Assembly resolution AG/RES. 2115 (XXXV-O/05), to be held on March 12,
2007, at the headquarters of the Organization of American States, in
Washington, D.C.
2. To request the Committee on
Hemispheric Security, in coordination with the Permanent Executive
Committee of the Inter-American Council for Integral Development (CEPCIDI),
to make preparations for the meeting, including the establishment of its
agenda and schedule, as well as any other documents deemed necessary.
3. That this resolution be implemented
within the resources allocated in the program-budget of the Organization
and other resources.
4. To request the Committee on
Hemispheric Security to report to the Permanent Council by April 15,
2007 on the implementation of this resolution.
