CONVOCATION OF THE SECOND
MEETING OF THE CIFTA-CICAD GROUP OF EXPERTS
TO PREPARE MODEL LEGISLATION ON THE AREAS COVERED BY THE CIFTA
(Adopted at its
session held on May 17, 2006)
THE PERMANENT COUNCIL OF THE ORGANIZATION
OF AMERICAN STATES,
RECALLING its decision to form the
CIFTA-CICAD Group of Experts to prepare model legislation on the areas
covered by the CIFTA and to adopt the Methodology to prepare model
legislation on the areas covered by the CIFTA, as set forth in
resolution CP/RES. 884 (1484/05);
BEARING IN MIND that the General
Assembly, in its resolution AG/RES. 2094 (XXXV-O/05), endorsed the
aforementioned resolution CP/RES. 884 (1484/05) of the Permanent
Council, entitled “Adoption of the methodology and formation and
convocation of the CIFTA-CICAD Group of Experts to prepare model
legislation on the areas covered by the CIFTA”; and
TAKING INTO ACCOUNT the report of the
Secretary Pro Tempore of the Consultative Committee of the CIFTA on the
First Meeting, held in Washington, D.C. on February 6 and 7, 2006, of
the CIFTA-CICAD Group of Experts to prepare model legislation on the
areas covered by the CIFTA in the terms established by the adopted
Methodology,
RESOLVES:
1. To make note of the Report of the
Secretary Pro Tempore of the Consultative Committee of the
Inter-American Convention against the Illicit Manufacturing of and
Trafficking in Firearms, Ammunition, Explosives, and other Related
Materials (CIFTA) on the First Meeting of the CIFTA-CICAD Group of
Experts to prepare model legislation on the areas covered by the CIFTA.
2. To convene the Second Meeting of the
CIFTA-CICAD Group of Experts for October 11, 12, and 13, 2006, in order
to finalize, on the first day, the draft model legislation on the
marking and tracing of firearms and to begin preparing draft model
legislation on strengthening controls at export points, in keeping with
the provisions of the Permanent Council resolution CP/RES. 884
(1484/05).
3. To request the Secretariat Pro Tempore
and the General Secretariat to circulate, in advance, a draft model
legislation on strengthening controls at export points, and to also
request OAS Member States to submit their comments on this draft model
legislation.
4. To request that the General
Secretariat provide the administrative and technical secretariat support
required for these purposes.
