CONVOCATION OF THE MEETING
OF STATES PARTIES TO THE
INTER-AMERICAN CONVENTION ON TRANSPARENCY IN CONVENTIONAL WEAPONS
ACQUISITIONS

session held on May 17, 2006)
THE PERMANENT COUNCIL OF THE ORGANIZATION
OF AMERICAN STATES,
RECALLING the General Assembly request
that the Permanent Council, through the Committee on Hemispheric
Security, convene a meeting of the states parties to the Inter-American
Convention on Transparency in Conventional Weapons Acquisitions, to
which member states not party to the Convention will also be invited, to
review implementation of that Convention, consider activities aimed at
promoting its signature and ratification, and contribute to the
preparation of the First Conference of the States Parties, which will
take place in 2009 pursuant to Article VIII of the Convention, as set
out in operative paragraph 5 of resolution AG/RES. 2110 (XXXV-O/05);
HAVING SEEN the Report of the Chair of
the Committee on Hemispheric Security and the Committee's recommendation
that the said meeting of states parties be held in the fall of 2006;
BEARING IN MIND:
That the said Convention, in Article
VIII, calls for the convening of a conference of States Parties by the
depositary, seven years from the date of entry into force of the
Convention;
That the said Convention entered into
force on November 21, 2002; and
That to date 11 Member States have
ratified the said Convention and 20 have signed it; and
DEEMING it timely and convenient to begin
preparations for the first Conference of States Parties which will take
place in 2009,
RESOLVES:
1. To convene a one-day Meeting of States
Parties to the Inter-American Convention on Transparency in Conventional
Weapons Acquisitions, for the purposes set out by the General Assembly
in its resolution AG/RES. 2110 (XXXV-O/05), with the participation of
all signatory states of the Convention, to be held on November 30, 2006,
at the Headquarters of the General Secretariat of the Organization of
American States in Washington, D.C. 2. To request the Committee on
Hemispheric Security to make the preparations for the holding of the
said Meeting of States Parties, including defining the agenda and
calendar, and drafting recommendations for the First Conference of
States Parties of the said Convention, as well as any other documents it
deems necessary.
3. To request the Secretary General to
bear in mind the recommendations of the said Meeting of States Parties
Committee and to work closely with the States Parties and the Committee
on Hemispheric Security when preparing the said First Conference of
States Parties to the Convention.
4. That this resolution shall be
implemented within the resources allocated in Program-Budget of the
Organization and other resources.
5. To request the Committee on
Hemispheric Security and the General Secretariat to report to the
Permanent Council on compliance with this resolution by December 15,
2006.
