SOLIDARITY WITH AND
ASSISTANCE FOR THE PEOPLE AND GOVERNMENT
OF THE UNITED STATES OF AMERICA
(Adopted at its
session held on September 1, 2005)
THE PERMANENT COUNCIL OF THE ORGANIZATION
OF AMERICAN STATES,
BEARING IN MIND THAT the President of the
United States of America has declared Hurricane Katrina which struck the
southern states of Louisiana, Mississippi and Alabama to be an event of
national significance and has ordered special measures to support rescue
and relief effort and to restore order; and
ACKNOWLEDGING the expressions of
condolences and offers of assistance by the Secretary General, the
President of the Permanent Council, and the Permanent Representatives
and Permanent Observers to the OAS on the current emergency situation in
those states,
RESOLVES:
1. To express deep sorrow at the loss of
human lives and countless injured, economic impact, and damage to
property, infrastructure and housing caused by Hurricane Katrina.
2. To recognize the expressions of
solidarity by the member states, the permanent observers, all bodies
within the Inter-American System, international financial institutions,
civil society organizations, and the international community for the
offers of assistance to the people and government of the United States
of America in the wake of the disaster.
3. To take note that the Secretary
General approved the contribution of the maximum amount allowed under
the statutes of the Inter-American Emergency Assistance Fund.
4. To establish a specific fund for the
victims of Hurricane Katrina.
5. To urge member states, the permanent
observers, all bodies within the in the Inter-American System, and the
international financial institutions, civil society organizations, and
the international community to continue contributing to the rescue,
rehabilitation and reconstruction efforts underway in the affected
areas.
