SUPPORT TO THE REPUBLIC OF
ECUADOR BY THE ORGANIZATION OF AMERICAN STATES
(Adopted at its
session held on May 20, 2005)
THE PERMANENT COUNCIL OF THE ORGANIZATION
OF AMERICAN STATES,
TAKING INTO ACCOUNT the principles
established in the Charter of the Organization of American States and in
the Inter-American Democratic Charter, especially Articles 2 and 3;
HAVING HEARD the report presented to the
Permanent Council by the mission that visited Ecuador from April 26 to
30, 2005, in accordance with the mandates issued in resolution CP/RES.
880 (1578/05), on the results of its efforts (CP/doc.4028/05);
TAKING NOTE of the concern over the
progressive deterioration of democratic institutions and the rule of law
that led to the events of April 20, 2005; and
HAVING HEARD ALSO the report of the
delegation of Ecuador on the latest achievements in that country toward
restoring and strengthening its democratic institutions,
RESOLVES:
1. To reaffirm its commitment to the
promotion and defense of democratic values and institutions, in keeping
with the purposes, principles, and rules in force in the inter-American
system, as established in the Charter of the Organization of American
States and the Inter-American Democratic Charter.
2. To take note of the report presented
by the OAS mission on the situation in Ecuador, in accordance with
resolution CP/RES. 880 (1578/05).
3. To support the Government of Ecuador,
in the context of Article 18 of the Inter-American Democratic Charter,
in its decision to strengthen governance and ensure respect for the rule
of law, the constitutional order, and the separation and independence of
the branches of government, judicial and jurisdictional functions in
particular, with a view to contributing to the stability of democratic
institutions in that country.
4. To encourage the Government of Ecuador
and all political, social, and economic sectors to maintain a
wide-ranging dialogue to strengthen measures conducive to overcoming
difficulties and consolidating democracy.
5. To instruct the Secretary General,
with the consent of the Government of Ecuador, to make available the
resources and experience of the OAS, and such assistance as Ecuador may
request, in order to support the strengthening of democracy in that
country.
6. To welcome the invitation of the
Government of Ecuador and its full readiness to cooperate with the OAS;
and to reaffirm the member states’ solidarity with and support for the
Government and people of Ecuador in their determination to promote
genuine, sound, representative democracy in that country.
