SUPPORT BY THE
ORGANIZATION OF AMERICAN STATES FOR THE REPUBLIC OF ECUADOR
(Adopted at its
session held on April 22, 2005)
THE PERMANENT COUNCIL OF THE ORGANIZATION
OF AMERICAN STATES,
TAKING INTO ACCOUNT the series of
political and social developments that have occurred over the past few
months in the Republic of Ecuador;
NOTING the information presented by the
Delegation of Ecuador;
BEARING IN MIND the commitment to
monitor, on an ongoing basis, the stability of the democratic systems of
its Member States in the context of the Charter of the Organization of
American States and of the Inter-American Democratic Charter;
PURSUANT TO THE AIMS OF THE ORGANIZATION,
in particular the provisions of Article 2.b of the OAS Charter, "To
promote and consolidate representative democracy, with due respect for
the principle of nonintervention”;
HAVING LEARNED of the support extended by
the subregional political mechanisms, such as the South American
Community of Nations, the Andean Community and Mexico, and the Rio
Group, in support of the preservation of democratic institutions in
Ecuador; and
NOTING the express affirmation by the
Delegation of Ecuador, at this Permanent Council meeting, of Ecuador’s
commitment to abide by its international obligations as regards the
right of asylum,
RESOLVES:
1. To reaffirm its commitment to the
defense and promotion of the democratic values set out in the Charter of
the Organization of American States and the Inter-American Democratic
Charter.
2. To encourage all political, social,
and economic sectors in Ecuador to strengthen governance and ensure full
respect for democratic order, the constitutional framework, and the rule
of law, through dialogue and constructive participation. Additionally,
to call for the creation of an atmosphere of understanding that will
foster peace.
3. In accordance with Article 18 of the
Inter-American Democratic Charter, and in keeping with the invitation
issued by the delegation of Ecuador at this Permanent Council meeting,
to send to that Republic a Mission, as soon as possible, comprising the
Chair of the Permanent Council, the Acting Secretary General, and
representatives of subregional groups, to work with officials of that
country and with all sectors of Ecuadorian society in their effort to
strengthen democracy.
4. To request that the Mission submit a
report to this Council on the outcome of its efforts.
