RECOGNITION BY THE PERMANENT COUNCIL OF THE ADMINISTRATION OF MR. RONALD SCHEMAN, EXECUTIVE SECRETARY FOR INTEGRAL DEVELOPMENT AND DIRECTOR GENERAL OF THE INTER-AMERICAN AGENCY FOR COOPERATION AND DEVELOPMENT

THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

CONSIDERING that the responsibilities of Mr. Ronald Scheman as Executive Secretary for Integral Development and Director General of the Inter-American Agency for Cooperation and Development (IACD) ended on May 8, 2004; and

BEARING IN MIND the achievements of his administration in the 2000-2004 term, in particular, the successful initial phase of the Educational Portal of the Americas, which was utilized to offer distance learning opportunities to the poorest and most underserved areas of the Hemisphere; the expansion of the Fellowships and Training Program, which resulted in a substantial increase in the number of fellowships awarded; consolidation of the E-Government Program, whose purpose is to promote horizontal cooperation among the governments of the region; implementation of different agreements with the private sector; and the strengthening of the Special Multilateral Fund of the Inter-American Council for Integral Development (FEMCIDI),

RESOLVES:

To recognize the vocation for hemispheric service of Mr. Ronald Scheman and to commend him for his successful administration as Executive Secretary for Integral Development and Director General of the Inter-American Agency for Cooperation and Development.
