SITUATION IN HAITI
THE PERMANENT COUNCIL
OF THE ORGANIZATION OF AMERICAN STATES,
REAFFIRMING all previous relevant resolutions on the situation in Haiti;1/
REITERATING Permanent Council resolution CP/RES. 861 (1400/04), which, inter
alia, condemns the violence in Haiti, supports the CARICOM initiative aimed at
promoting a peaceful resolution of the situation, and calls upon all parties to
ensure the full, safe, and unhindered access of humanitarian personnel and
assistance to all civilians who need it;
RECOGNIZING the important role of the initiative of the Caribbean Community
(CARICOM) to help to resolve the political crisis and of the OAS Special
Mission for Strengthening Democracy in Haiti;
DEEPLY CONCERNED by the deterioration of the situation in Haiti and its effects
on the civilian population; and
EXPRESSING its profound regret that the opposition has not accepted the CARICOM
Plan, which offers the best prospects for a peaceful resolution to the current
crisis, and expressing the hope that they will reconsider,
RESOLVES:
1. To call upon the United Nations Security Council to
take the necessary and appropriate urgent measures, as established in the
Charter of the United Nations, to address the crisis in Haiti.
2. To reaffirm its support for the OAS Special Mission
in Haiti and its activities in accordance with all relevant OAS resolutions,
and, in particular, its support for the CARICOM initiative, designed to promote
a solution to the situation in Haiti.
3. To request the Secretary General to remain in close
contact with the Secretary-General of the United Nations and his
representatives to ensure coordination and complementarity in the roles of the
two organizations, in particular taking into account the activities of the OAS
Special Mission in Haiti, and to report back to this Council on measures to
this end.
