SUPPORT TO THE PEACE
PROCESS IN COLOMBIA
THE PERMANENT COUNCIL
OF THE ORGANIZATION OF AMERICAN STATES,
TAKING INTO ACCOUNT the principles and values established in the Charter of the
Organization of American States and in the Inter-American Democratic Charter
and its own role in accordance with these instruments;
CONSIDERING the need for the international community to keep track of efforts to
achieve peace in Colombia, especially the positive work being done by the
United Nations and the Organization of American States and the need to maintain
an environment that is conducive to cooperation with the international
community;
EMPHASIZING the importance of the principles of truth, justice, accountability,
and reparation to victims in laying the foundations for lasting peace in
Colombia;
HAVING HEARD the oral report of the Secretary General about the Agreement
between the Government of Colombia and the General Secretariat of the OAS for
Monitoring of the Peace Process in Colombia, in which he emphasized, among
other things, the request by President Álvaro Uribe Vélez that the Organization
of American States provide support to Colombia regarding verification and
advice in the demobilization and reintegration process;
BEARING IN MIND the information presented by the Ambassador and Permanent
Representative of the Republic of Colombia on the status of peace initiatives
in that country and the importance of the cooperation and support of the
Organization of American States in those efforts;
RECALLING that in the Declaration of the Special Conference on Security on the
Situation in Colombia the member states of the OAS called upon the
international community to support a prompt start to negotiations and the
demobilization, reconciliation, disarmament, and reintegration programs needed
to achieve, in a just and transparent manner, the reincorporation into civilian
life of all illegal armed groups;
EMPHASIZING that in the same Declaration the member states of the OAS expressed
their full support for the actions of President Álvaro Uribe Vélez aimed at
restoring the security, tranquility, and welfare of the Colombian people within
the framework of the rule of law and the effective exercise of human rights and
international humanitarian law; recognized the progress achieved to date; and
supported the Colombian Government in its quest for negotiated peaceful
solutions to overcome internal conflict, following a cessation of hostilities;
EMPHASIZING the need for close cooperation between the OAS and the United
Nations in order to provide effective support for efforts to achieve peace in
Colombia; and
TAKING NOTE OF the Agreement between the Government of Colombia and the General
Secretariat of the OAS on Monitoring of the Peace Process in Colombia as a
framework to enable the OAS to provide technical support to the verification of
the ceasefire and cessation of hostilities, demobilization, disarmament, and
reintegration initiatives, which constitutes an important support of the
Organization of American States to the peace initiatives and reconciliation
among Colombians,
RESOLVES:
1. To reiterate the contents of resolution CP/RES. 837
(1354/03) of the Permanent Council, especially its unequivocal support for the
efforts of the Government of President Álvaro Uribe Vélez to find a firm and
lasting peace in that country, and to express the willingness of the
Organization of American States to monitor those efforts.
2. To authorize the establishment of a Mission to
Support the Peace Process in Colombia (MAPP/OEA), in strict observance of the
principles of sovereignty and independence of states, nonintervention, and
territorial integrity.
3. To ensure that the role of the OAS is fully
consistent with the obligations of its member states with respect to the
effective exercise of human rights and international humanitarian law, and to
invite the Inter-American Commission on Human Rights to provide advice to the
Mission.
4. To request the Secretary General to provide to the
Permanent Council a budget estimate for the Mission to Support the Peace
Process in Colombia (MAPP/OEA), which shall be financed on the basis on
voluntary contributions.
5. To establish that the operation of the MAPP/OEA shall
be subject to periodic review of its mandates and activities by the Permanent
Council, taking into consideration ongoing developments in the peace processes
in Colombia.
6. To instruct the Secretary General to provide
quarterly reports to the Permanent Council on the work of the MAPP/OEA and its
continued ability to contribute, through its work in Colombia, to the
fulfillment of the values and principles contained in the Charter of the
Organization of American States and the Inter-American Democratic Charter.
7. To request the Secretary General to report to the
General Assembly at its thirty-fourth regular session on the efforts of the
MAPP/OEA.
