ESTABLISHMENT OF THE
SITE, AGENDA, AND DATE OF THE SECOND HIGH-LEVEL MEETING ON THE SPECIAL SECURITY
CONCERNS OF SMALL ISLAND STATES
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
RECALLING that through its resolution AG/RES. 1886 (XXXII-O/02), the General
Assembly convened the Second High-Level Meeting on the Special Security
Concerns of Small Island States and instructed the Permanent Council to
formalize the site, agenda and date of this Second High-Level Meeting with a
view to holding it prior to the Special Conference on Security;
BEARING IN MIND that through its resolution AG/RES. 1908 (XXXII-O/02), the
General Assembly convened the Special Conference on Security for the first half
of May 2003;
HAVING SEEN the Report of the Chair of the Committee on Hemispheric Security on
the Second High-Level Meeting on the Special Security Concerns of Small Island
States (CP/CSH-503/02); and
TAKING NOTE of the offer of the Government of Saint Vincent and the Grenadines
to host this Second High-Level Meeting and of the generous contribution by the
Government of Canada to facilitate the holding of this Meeting,
RESOLVES:
1. To hold the Second High-Level Meeting on the Special
Security Concerns of Small Island States in Kingstown, Saint Vincent and the
Grenadines, from January 12 to 14, 2003.
2. To adopt the attached Agenda for the abovementioned
Second High-Level Meeting.

AGENDA
1. Assessment of the implementation of the
recommendations of the First High-Level Meeting on the Special Security
Concerns of Small Island States (San Salvador, El Salvador, February 1998)
2. Identification and discussion of the special security
threats and concerns of the small island states
3. Consideration of appropriate multilateral strategies
to address the special security threats and concerns of the small island states
in an effective and coordinated manner
4. Adoption of a security management model or better
coordinating approaches through which the special security threats and concerns
of small island states can be appropriately and adequately addressed
5. Adoption of Recommendations to the Special Conference
on Security (Mexico, May 2003)
6. Adoption of the Declaration of Kingstown on the
Security of Small Island States
