DETERMINATION OF THE DATES OF THE FOURTH MEETING OF MINISTERS OF
JUSTICE OR OF MINISTERS OR ATTORNEYS GENERAL OF THE AMERICAS
THE PERMANENT
COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
HAVING
SEEN the new proposal put forth by the Government of Trinidad and Tobago,
through its interim representative to the OAS, suggesting that the Fourth
Meeting of Ministers of Justice or of Ministers or Attorneys General of the
Americas be held from March 10 to 13, 2002;
RECALLING
what was agreed by the heads of state and government of the countries of the
Americas, in the Plan of Action adopted at the Third Summit of the Americas,
held in Quebec City, Canada, in April 2001, under the heading "Hemispheric
Meetings of Ministers of Justice," in which they decided to "continue
to support the work done in the context of the Meetings of Ministers of Justice
and Attorneys General of the Americas, whose Fourth Meeting will take place in
Trinidad and Tobago, as well as subsequent meetings, and the implementation of
their conclusions and recommendations";
CONSIDERING:
That the
General Assembly, in resolution AG/RES. 1615 (XXIX-O/99), thanked the
Government of Trinidad and Tobago for its generous offer to host the Fourth
Meeting of Ministers of Justice or of Ministers or Attorneys General of the
Americas in that country and accepted that offer;
That, in
resolution AG/RES. 1781 (XXXI-O/01), the General Assembly convened "the
Fourth Meeting of Ministers of Justice or of Ministers or Attorneys General of
the Americas, to be held in Trinidad and Tobago in 2001," and instructed
"the Permanent Council to prepare, with the assistance of the General
Secretariat, the agenda and the preliminary documents for the meeting and to
set a date for it"; and
BEARING IN MIND:
That, in view
of unforeseen situations resulting from the terrorist acts in the United States
of America on September 11, the Committee on Juridical and Political Affairs of
the Permanent Council decided, on an exceptional basis, at its meeting of
October 18, 2001, to postpone until 2002 the Fourth Meeting of Ministers of
Justice or of Ministers or Attorneys General of the Americas;
That, under
Article 95 of the General Standards to Govern the Operations of the General
Secretariat, the authorization to obligate funds programmed for that meeting
under subprogram 10W of the 2001 program-budget will expire on December 31,
2001, if those funds are not obligated beforehand; and
That, because
of the exceptional and unforeseen circumstances that resulted in the
cancellation of this meeting in 2001, the Fourth Meeting of Ministers of
Justice or of Ministers or Attorneys General of the Americas deserves the
highest priority in the allocation of resources under subprogram 10W of the
2002 program-budget,
RESOLVES:
1. To postpone the Fourth Meeting of Ministers of
Justice or of Ministers or Attorneys General of the Americas until 2002.
2. To schedule the Fourth Meeting of Ministers of
Justice or of Ministers or Attorneys General of the Americas for March 10 to
13, 2002, in Trinidad and Tobago.
3. To allocate resources to this meeting from
subprogram 10W of the 2002 program-budget, in the same amount as allocated for
2001.
