THE SOCIAL AND ECONOMIC IMPACT OF THE TERRORIST ACTS
OF SEPTEMBER 11, 2001
ON MEMBER STATES AND THE DAMAGE DONE ESPECIALLY TO THE MORE
VULNERABLE AND SMALLER ECONOMIES
THE PERMANENT
COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
RECALLING the
terrorist acts of September 11, 2001, in the United States;
MINDFUL of
the resolution adopted by the Ministers of Foreign Affairs at the Twenty- Third
Meeting of Consultation of Ministers of Foreign Affairs, held on September 21,
2001, (RC.23/RES.1/01), "Strengthening Hemispheric Cooperation to Prevent,
Combat, and Eliminate Terrorism;"
RECALLING
also the resolution adopted by the Twenty-Fourth Meeting of Ministers which
served as the Organ of Consultation under the Inter-American Treaty of
Reciprocal Assistance (The Rio Treaty) (RC.24/RES.1/01), "Terrorist Threat
to the Americas;"
REAFFIRMING
the Declaration of Solidarity from the House of the Americas (RC.23/DEC.1/01)
and the many statements of solidarity by Ministers and Heads of Delegation;
NOTING that
the Inter-American Committee Against Terrorism (CICTE) of the OAS, meeting in
Washington, D.C. on October 15, 2001, at the First Special Session of the
CICTE, adopted the Declaration of the Special Session of the Inter-American
Committee Against Terrorism (CICTE) which emphasized that "terrorist
activities" such as those perpetrated on September 11, 2001, constitute an
attack not only on an OAS member state, but also on all free and democratic
states;"
CONSIDERING
that the terrorist acts of September 11, 2001 have had an adverse impact on the
economies of member states and that the continuing threats have discouraged
economic activity, consumption, investment, air travel and tourism and have
created dislocations in the financial markets in the hemisphere and
reverberations worldwide; and
TAKING INTO
ACCOUNT that the development prospects of member states have been severely
affected by the terrorist acts of September 11, 2001, especially those of
smaller size, relatively greater economic dependence and vulnerability, and
more limited options for economic growth,
RESOLVES:
1. To request the Inter-American Council for Integral
Development, within the Strategic Plan for Partnership for Development for
2002-2005, to intensify efforts to assist member states in confronting the
adverse economic effects of the terrorist acts of September 11, 2001 and in the
implementation of measures aimed at improving economic and social conditions,
reducing poverty and facilitating high quality education within the Hemisphere.
2. To recommend that CEPCIDI direct the Inter-American
Agency for Cooperation and Development (IACD) to present proposals, within its
area of competence, to implement measures to improve social and economic
conditions, create economic opportunities, reduce poverty and provide quality
education throughout the Americas.
3. To instruct the Secretary General to convene, at the
earliest possible opportunity, a meeting of the Committee to Coordinate
Cooperation Programs of the Inter-American System, established by AG/RES. 1666
(XXIX-0/99), in order to promote the development of a package of socio-economic
assistance for the recovery of member states, with special attention to the
needs of member states with more vulnerable and smaller economies.
4. To instruct the Secretary General to direct the
Units and Offices within the GS/OAS that taking into account the activities of
the IACD they present proposals that will have the effect of contributing to
the acceleration of economic recovery within member states, with special
attention to the needs of member states with more vulnerable and smaller
economies.
5. To seek the support of the inter-American agencies,
particularly the Inter-American Development Bank, the Pan American Health
Organization, the Inter-American Institute for Cooperation in Agriculture and
of the United Nations Economic Commission for Latin America and the Caribbean
for the purpose of facilitating a swift economic recovery of member states,
with special attention to the more vulnerable and smaller economies.
6. To endorse the conclusions reached at the XXIV
Meeting of the Summit Implementation Review Group (SIRG) relating to the
implementation of the mandates of the Summits of the Americas in light of the
events of September 11, 2001 and to offer its collaboration to the SIRG in
addressing the common issues on their institutional agendas.
7. To request member states to engage in increased
horizontal cooperation among themselves in order to ensure more rapid economic
growth.
8. To keep this matter under advisement and to request
the Secretary General to inform this Council by January 15, 2002 on the
implementation of this resolution.
