CONVOCATION OF THE MEETING OF MINISTERS AND HIGH-LEVEL AUTHORITIES
RESPONSIBLE FOR POLICIES ON DECENTRALIZATION, LOCAL GOVERNMENT AND CITIZEN
PARTICIPATION IN MUNICIPAL GOVERNMENT IN THE HEMISPHERE
THE PERMANENT COUNCIL OF THE
ORGANIZATION OF AMERICAN STATES,
HAVING HEARD the oral report of the
Chair of the Special Committee on Inter-American Summits Management and the
oral report of the Chair of the Working Group to Prepare a High-Level Meeting
on Strengthening Municipal and Regional Administrations and on Civil Society;
RECALLING:
The tasks entrusted to the Permanent
Council by the General Assembly through its resolution "Support for the
Mandates of the Summit of the Americas on Strengthening Municipal and Regional
Administrations and on Civil Society" [AG/RES. 1760 (XXX-O/00)] with
respect to the preparation of the Meeting of Ministers and High-Level
Authorities Responsible for Policies on Decentralization, Local Government and
Citizen Participation in Municipal Government in the Hemisphere, including the
convocation and determination of the place and date of the said meeting; and
The Permanent Council decision to
entrust the implementation of this resolution to the Special Committee on
Inter-American Summits Management;
RECALLING ALSO that the General
Assembly established in resolution AG/RES. 1760 that the objective of the said
Meeting of Ministers and High-Level Authorities would be "… to facilitate
the exchange of experiences and the development of a common frame of reference
on public policy for strengthening the process of decentralization and
consolidation of local governance and citizen participation at the municipal
and community levels";
RECOGNIZING WITH SATISFACTION the
preparatory work for the said Meeting of Ministers and High-Level Authorities
carried out by the Working Group established by the Special Committee on
Inter-American Summits Management;
BEARING IN MIND above all, the
central role of the Organization of American States in the promotion and
consolidation of democracy in the Hemisphere and as a forum for dialogue on
this subject, as well as the initiatives, programs and activities undertaken by
the General Secretariat, especially in the area of strengthening
decentralization, local government and citizen participation; and
TAKING INTO ACCOUNT the offer by the
Government of Bolivia to host the said Meeting of Ministers and High-Level
Authorities and its collaboration with the Working Group in the preparation of
the Meeting,
RESOLVES:
1. To convene
the Meeting of Ministers and High-Level Authorities Responsible for Policies on
Decentralization, Local Government and Citizen Participation in Municipal
Government in the Hemisphere, for June 17 to 19, 2001, in the city of La Paz,
Bolivia.
2. To approve
the Draft Agenda for the said Meeting of Ministers and High-Level Authorities
as attached.
3. To thank
the Government of Bolivia for its collaboration in facilitating the said
Meeting of Ministers and High-Level Authorities.
4. To request
that the General Secretariat, through the Unit for the Promotion of Democracy,
continue lending the requisite specialized support for the holding of the said
Meeting of Ministers and High-Level Authorities.
5. To request
that the Special Committee on Inter-American Summits Management present to the
Permanent Council a report and recommendations based on the outcome of the said
Meeting of Ministers and High-Level Authorities.
