SUPPORT FOR THE DEMOCRATIC GOVERNMENT OF THE
CONSTITUTIONAL PRESIDENT OF THE REPUBLIC OF GUATEMALA,
ALFONSO PORTILLO, AND FOR THE INSTITUTIONS OF
THE RULE OF LAW
THE PERMANENT COUNCIL OF THE
ORGANIZATION OF AMERICAN STATES,
HAVING HEARD the presentation
of the Permanent Representative of Guatemala to the Organization of American
States regarding incidents that could destabilize the democratic constitutional
order in Guatemala;
CONCERNED over recent acts of
violence against public security;
CONSCIOUS of the commitment, that
within the framework of the inter-American system, there is an obligation to
permanently watch over the stability of member States' democratic institutions.
REAFFIRMING the principles enshrined
in the Charter of the Organization, and especially in Article 9, as well as
resolution AG/RES. 1080 (XXI-0/91) "Representative Democracy", the
Declaration of Santiago "Commitment to Democracy and the Renewal of the
Inter-American System", the Declaration of Managua, and AG/RES. 1724
(XXX-O/00), "Strengthening Democracy: Special Fund".
RESOLVES:
1. To express
support for the Constitutional Government of the President of Guatemala,
Alfonso Portillo, and for the institutions of the rule of law.
2. To
repudiate any incident which might alarm the population and destabilize the
democratic government and constitutional order.
3. Exhort all
public institutions to ratify their constitutional commitment to defend the
legitimacy and effective exercise of the rule of law.
4. To
instruct the Secretary General of the Organization of American States to keep
closely in touch with the Constitutional Government of Guatemala and to report
back to the Permanent Council as soon as possible on developments in that
country, so that it may take appropriate action.
