SOLIDARITY AND ASSISTANCE FOR THE PEOPLE AND GOVERNMENT OF EL SALVADOR

        THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

        PROFOUNDLY CONCERNED by the earthquake which affected the Republic of El Salvador on January 13, 2001, which resulted in innumerable deaths and thousands of injured persons, as well as extensive damage to public and private infrastructure and material losses for a large part of the population;

        TAKING INTO ACCOUNT that the President of the Republic, Mr. Francisco Flores Pérez, decreed a state of emergency and public disaster and that, at this time, rescuing survivors and victims and providing shelter, food, and health services to the people affected constitute a national priority;

        RECOGNIZING that the efforts of the people and the Government of El Salvador have consolidated peace, democracy, and the rule of law, laying a solid foundation for the attainment of economic and social progress for the benefit of the Salvadorian people;

        CONVINCED that natural disasters have an extremely harmful impact and hinder the development of the country affected;

        FURTHER CONVINCED that the international community is called upon to show its solidarity and provide the country affected with ongoing support, especially in overcoming the emergency situation and helping it to pursue its economic and social development plans; and

        TAKING INTO ACCOUNT the part played by the Inter-American Committee for Natural Disaster Reduction (IACNDR) in strengthening international cooperation,

RESOLVES:

        1.     To express its condolences and its broad solidarity with the people and Government of El Salvador for the loss of human lives and the destruction caused by the earthquake.

        2.     To request the Secretary General to make immediate arrangements with international agencies and competent entities, including the Inter-American Committee for Natural Disaster Reduction (IACNDR), to provide technical and financial support to the work started by the Government of El Salvador to cope with the emergency situation in that country and undertake national reconstruction efforts.

        3.     To call upon the international community to continue, in close coordination with the Government of El Salvador, to provide its support to this sister country to help it overcome today's critical situation and assist in efforts to rebuild and restore the country.

        4.     To request the General Secretariat to disseminate this resolution as widely as possible as a matter of the greatest urgency.
