RESTRUCTURING THE INTER-AMERICAN SYSTEM
IN THE CONTEXT OF THE SUMMITS OF THE AMERICAS

        THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

          HAVING SEEN the Report and recommendations of its Working Group on Restructuring the Inter-American System in the context of the Summits of the Americas, established on September 27, 2000, (GT/REESI-8/00 rev. 1);

RECALLING:

        The General Assembly resolutions "Contribution of the OAS to the Process of the Summits of the Americas" [AG/RES. 1449 (XXVII-O/97)] and "Modernization of the OAS and the Renewal of the Inter-American System" [AG/RES. 1603 (XXVIII-O/98)];

        The mandate issued to the Ministers of Foreign Affairs by the Heads of State and Government of the Member States in the Declaration of Santiago, adopted at the Second Summit of the Americas, to examine ways to strengthen and modernize hemispheric institutions, in particular the Organization of the American States;

        The Dialogue of the Heads of Delegation at the Thirtieth Regular Session of the General Assembly on the topic "Restructuring the Inter-American System in the context of the Summits of the Americas: Strengthening and Modernization of the OAS", and in particular the statement by the Foreign Minister of the Argentine Republic contained in document AG/INF.256/00; and

        The proposals by the Chair of the mentioned Working Group presented in the document (GT/REESI-2/00);

        BEARING IN MIND the mechanisms currently in place to follow-up and support the implementation of the initiatives and mandates of the Summits of the Americas, in particular the Summit Implementation Review Group and, within the OAS, the Special Committee on Inter-American Summits Management; and

        RECOGNIZING the advisability of having the OAS and the Summit process converge in order to achieve greater harmonization, better rationalization of resources and the most equitable participation possible,

RESOLVES:

        1.     To offer to the Summit Implementation Review Group (SIRG) the facilities available at the Headquarters of the Organization of American States (OAS) for the holding of its meetings.

        2.     To propose that, where possible, the Summit of the Americas and the regular session of the OAS General Assembly be hosted consecutively by the same Member State.

        3.     To request that the Chair of the Special Committee on Inter-American Summits Management transmit this resolution to the next meeting of the SIRG.
