SPECIFIC VOLUNTARY FUND IN SUPPORT OF
THE HIGH LEVEL MISSION TO PERU
THE PERMANENT
COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
CONSIDERING
that strengthening and consolidating democratic processes in the hemisphere,
while respecting the principle of nonintervention, is one of the principal
objectives of the Organization of American States;
CONVINCED
that the Organization, at the request of a member state, should express its
hemispheric solidarity and support democratization efforts in that country;
RECALLING:
That
resolution AG/RES. 1753 (XXX-0/00), upon invitation of the Government of Peru,
resolved to send a mission to Peru comprising the Chair of the General Assembly
and the Secretary General of the OAS, with the purpose of exploring, with the
Government of Peru and other sectors of the political community, options and
recommendations aimed at further strengthening democracy in that country; and
That the
initial visit of this OAS High-Level Mission which took place between June
27-30, 2000 led to the establishment of both an agenda for reform and a
Permanent Secretariat in Lima to facilitate dialogue on that agenda between the
Government of Peru and other sectors of the political community;
TAKING NOTE
of the first two reports of the OAS High-Level Mission on progress achieved,
and in particular, the second report, regarding the establishment by the OAS
dialogue process of a methodology, a detailed agenda and a timetable for
reforms over the next six months;
TAKING INTO
ACCOUNT the most recent developments in Peru which are leading to the convening
of new presidential and legislative elections and are accelerating the
timeframe within which some of the reforms must be completed;
RECOGNIZING:
The
necessity, in the current political context, of preserving the dialogue which
has been initiated by Peruvians, with the facilitation of the OAS High-Level
Mission;
That the
continuation of the critical support function of the OAS High-Level Mission to
this process of national consensus-building, reform and strengthening democracy
in Peru will require the securing of sufficient financial resources,
RESOLVES:
1. To establish, effective
immediately, a "Specific Voluntary Fund in Support of the High-Level
Mission to Peru," in order to provide the Mission's Permanent Secretariat
in Lima with the necessary human, logistical, and infrastructure resources to
carry out its mandate.
2. To invite all Member States,
Permanent Observer States, multilateral institutions and other potential
donors, as defined in Article 69 of the General Standards to Govern the
Operations of the General Secretariat and in accordance with other norms and
regulations of the Organization, to contribute to the aforementioned Specific
Voluntary Fund.
3. To invite the Secretary
General to administer the Specific Voluntary Fund in accordance with the
General Standards to Govern the Operations of the General Secretariat and with
other norms and regulations of the Organization, and to report to the Permanent
Council on the implementation of this resolution.
