SUPPORT FOR THE CONSTITUTIONAL GOVERNMENT
OF THE REPUBLIC OF PARAGUAY
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN
STATES,
BEARING IN MIND the report presented by the Permanent
Representative of Paraguay to the Organization of American States on the
attempted coup d'état aimed at disrupting the democratic institutions of
Paraguay;
CONSIDERING:
That the Charter of the Organization of American States
establishes that "representative democracy is an indispensable condition
for the stability, peace and development of the region"; and
That the Charter also reaffirms that one of the
essential aims of the Organization is the promotion and consolidation of
representative democracy within adherence to the principle of nonintervention;
MINDFUL of the mechanisms for preserving, promoting, and
strengthening democracy established in the Charter of the Organization,
especially Article 9; in resolution AG/RES. 1080 (XXI-O/91),
"Representative Democracy"; in the declaration entitled Santiago
Commitment to Democracy and the Renewal of the Inter-American System; and in
the Declaration of Managua; and
CONSIDERING ALSO the commitment to democracy assumed by
the MERCOSUR countries, Bolivia, and Chile in the Protocol of Ushuaia,
RESOLVES:
1. To express the full and unwavering support of the
Organization of American States for the Government of the constitutional
President of Paraguay, Luis Angel González Macchi.
2. To condemn vehemently this assault on the democratic
and constitutional order of Paraguay.
3. To express its appreciation to the Secretary General
of the Organization for his swift response in support of the Government of the
constitutional President of Paraguay and the Paraguayan people, and for his
valuable contribution to the preservation of democracy in that country; and to
request the Secretary General to keep the Permanent Council informed on the
matter.
