SUPPORT FOR THE CONSTITUTIONAL GOVERNMENT
OF THE REPUBLIC OF ECUADOR
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
TAKING INTO ACCOUNT the purposes and principles of the Charter of the
Organization of American States concerning the promotion and consolidation of
representative democracy, and resolution AG/RES. 1080 (XXI-O/91),
"Representative Democracy";
CONSIDERING:
That at its special meeting on January 21, 2000, in resolution CP/RES. 763
(1220/00), the Permanent Council condemned the attempted coup d'état against
the legitimately established democratic order in Ecuador and instructed the
Secretary General "to report, as early as possible, to the Permanent
Council on developments in the situation in the country";
That on January 22, 2000, Vice President Gustavo Noboa Bejarano assumed the
office of President of the Republic of Ecuador;
That Dr. Jamil Mahuad publicly asked the people and the National Congress of
Ecuador to support President Noboa's administration; and
That the National Congress of Ecuador ratified Dr. Gustavo Noboa Bejarano as
Constitutional President of Ecuador; and
BEARING IN MIND:
The gravity of the events that have occurred in Ecuador and of the threat they
pose to the preservation of democracy in the Americas;
The report by the Secretary General on developments in the political situation
in Ecuador, and
The critical situation in Ecuador at this time,
RESOLVES:
1. To reiterate categorically its repudiation of any action to violate the
democratic and constitutional order of Ecuador or of any member state of the
Organization.
2. To condemn strongly the events that threatened the legitimately constituted
democratic order in Ecuador and caused the constitutionally elected President
to vacate his office.
3. To reiterate, in view of the grave events in the Republic of Ecuador, the
constitutional duty of the armed forces and security forces to defend and
preserve the democratic system of government and the constitutional
authorities.
4. To support the Government of President Gustavo Noboa Bejarano and its efforts
to re-establish institutional stability, restore governance, and uphold the
rule of law.
5. To call upon institutions upholding the rule of law and all the political,
social and economic sectors in Ecuador to contribute through dialogue and
negotiation to strengthening democratic institutions and fostering the economic
and social development of the Ecuadorian people.
6. To exhort international financial institutions to cooperate, with the urgency
that the circumstances require, with the Constitutional Government of the
Republic of Ecuador in implementing an economic plan that contributes to the
country's integral development and stability.
7. To reaffirm its commitment to the promotion and defense of democratic values
and institutions, in accordance with the purposes, principles, and norms in
force in the inter-American system and to instruct the Secretary General to
keep the Permanent Council informed regarding this resolution.
