SUPPORT FOR THE DEMOCRATIC GOVERNMENT OF THE CONSTITUTIONAL
PRESIDENT OF THE REPUBLIC OF ECUADOR, JAMIL MAHUAD WITT, AND FOR THE
INSTITUTIONS UNDER THE RULE OF LAW
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
HAVING LISTENED to the presentation by the Permanent Representative of Ecuador
to the OAS on the attempt to overthrow President Jamil Mahuad Witt and the
institutions under the rule of law;
DEEPLY CONCERNED over the political events in Ecuador that subvert the
constitutional system of government;
HAVING TAKEN NOTE of the solidarity expressed by the governments of the
Hemisphere and by the subregional mechanisms for concerted political action and
economic integration in support of the democratic institutions of Ecuador;
BEARING IN MIND that the constitutional government of President Jamil Mahuad
Witt was democratically elected; and
TAKING INTO ACCOUNT the purposes and principles of the Charter of the
Organization of American States regarding the promotion and consolidation of
representative democracy, as well as resolution AG/RES. 1080 (XXI-O/91),
RESOLVES:
1. To express their complete, decisive support for the constitutional government
of the President of Ecuador, Jamil Mahuad Witt and the institutions under the
rule of law.
2. To condemn firmly this attempt against the legitimately established
democratic order.
3. To express its concern over the serious political situation in Ecuador and
the grave consequences of any attempt to destabilize the democratic system in
that country.
4. To instruct the Secretary General of the Organization of American States to
remain in permanent contact with the constitutional Government of Ecuador and
to report, as early as possible, to the Permanent Council on developments in
the situation in the country.
5. To continue to examine the situation in Ecuador.
