FIRST REGULAR SESSION OF THE INTER-AMERICAN COMMITTEE
AGAINST TERRORISM (CICTE)
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN
STATES,
HAVING SEEN the report of the Chair of the Committee on
Juridical and Political on the preparations of the first regular session of the
Inter-American Committee against Terrorism (CICTE), (CP/CAJP-1578/99);
RECALLING that, at its twenty-ninth regular session, the
General Assembly, in resolution AG/RES. 1650 (XXIX-O/99), decided "to
establish, taking into account the sovereignty of states and the principle of
nonintervention, the Inter-American Committee against Terrorism (CICTE),
composed of the competent national authorities of the OAS member states, the
purpose of which shall be to develop cooperation to prevent, combat, and
eliminate terrorist acts and activities";
BEARING IN MIND that in the aforementioned resolution
the General Assembly approved the Statute of CICTE;
RECALLING FURTHER that the General Assembly decided to
request the Permanent Council "to make the necessary arrangements for a
meeting to establish CICTE to be held in the second half of 1999, in keeping
with resources allocated in the program-budget and other resources" and
accepted the offer of the United States to host the meeting in Miami, Florida;
CONSIDERING:
That in resolution CP/RES. 752 (1198/99), the Permanent
Council convened the first regular session of CICTE, and set October 28 and 29,
1999, as the dates for the meeting;
That in the same resolution the Committee on Juridical
and Political Affairs was instructed "to begin to draft the agenda and
schedule and continue its other preparations for the meeting"; and
That, on September 28 and 29, the Committee on Juridical
and Political Affairs commenced the preparations,
RESOLVES:
To transmit to the Inter-American Committee against
Terrorism (CICTE), for its consideration during the first regular session, to
be held on October 28 and 29, 1999, in Miami, Florida, the schedule, draft
agenda, draft rules of procedure, and draft work program prepared by the
Permanent Council of the Organization.
