MEETING TO ESTABLISH THE INTER-AMERICAN
COMMITTEE AGAINST TERRORISM (CICTE)

THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

HAVING SEEN the Report of the Chair of the Committee on Juridical and Political Affairs, document CP/CAJP-1548/99;

RECALLING the Declaration and the Plan of Action on Hemispheric Cooperation to Prevent, Combat, and Eliminate Terrorism, adopted in Lima, in 1996, at the Inter-American Specialized Conference on Terrorism;

RECALLING ALSO that, at the Second Inter-American Specialized Conference on Terrorism, held in November 1998 in Mar del Plata, Argentina, the member states of the Organization of American States adopted the Commitment of Mar del Plata, through which they decided to recommend to the General Assembly, at its twenty-ninth regular session, that, inter alia, it "establish an appropriate institutional framework, in keeping with the Charter of the Organization of American States";

CONSIDERING:

That the General Assembly, at its twenty-ninth regular session, endorsed the decisions and recommendations contained in the Commitment of Mar del Plata; and

That, at that same session, the General Assembly decided "to establish, taking into account the sovereignty of states and the principle of nonintervention, the Inter-American Committee against Terrorism (CICTE), composed of the competent national authorities of the OAS member states, the purpose of which shall be to develop cooperation to prevent, combat, and eliminate terrorist acts and activities";

FURTHER CONSIDERING that, in resolution AG/RES. 1650 (XXIX-O/99), the General Assembly adopted the Statute governing the activities of CICTE; and

TAKING INTO ACCOUNT that the General Assembly decided "to request the Permanent Council to make the necessary arrangements for a meeting to establish CICTE to be held in the second half of 1999, in keeping with resources allocated in the program-budget and other resources," as well as "to thank the Government of the United States for its kind offer to host the meeting to establish CICTE, to be held in Miami, Florida, in the second half of 1999, at a date to be determined by the Permanent Council; and to accept that offer,"

RESOLVES:

  1. To convene the Meeting to Establish the Inter-American Committee against Terrorism (CICTE).
  1. To set October 28 and 29, 1999, as the dates for the above-mentioned meeting, to be held in Miami, Florida.
  1. To instruct the Committee on Juridical and Political Affairs to begin to draft the agenda and schedule and continue its other preparations for the meeting.
  1. To instruct the General Secretariat to provide the appropriate support services for the preparation of this meeting, within allocated resources in the approved program-budget; and to direct that, if other secretariat services are needed for the meeting, they should be financed by external resources provided by the host country.
