MEETING OF THE WORKING GROUP TO PREPARE A PROPOSED 
AMERICAN DECLARATION ON THE RIGHTS OF INDIGENOUS POPULATIONS

THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

HAVING SEEN the Report of the Chair of the Committee on Juridical and Political Affairs, document CP/CAJP-1547/99;

RECALLING:

That, pursuant to AG/RES. 1549 (XXVIII-O/98), the Meeting of Government Experts to Examine the Proposed American Declaration on the Rights of Indigenous Populations was held at OAS headquarters from February 10 to 12, 1999; and

That, despite the progress made, the Meeting of Government Experts was unable to complete its work aimed at the adoption of a declaration at the twenty-ninth regular session of the General Assembly, pursuant to the aforementioned resolution AG/RES. 1549 (XXVIII-O/98);

CONSIDERING that the General Assembly, in resolution AG/RES. 1610 (XXIX-O/99), decided "to establish a working group of the Permanent Council to continue consideration of the Proposed American Declaration on the Rights of Indigenous Populations" and requested that the Group hold an initial meeting before the end of the year; and

RECALLING that the General Assembly invited the Working Group "to provide for appropriate participation in its efforts by representatives of indigenous communities, so that their observations and suggestions may be considered,"

RESOLVES:

  1. To convene a meeting of the Working Group so that it may continue the consideration of the Proposed American Declaration on the Rights of Indigenous Populations.
  1. 2. To schedule that Working Group meeting for November 8 to 12, 1999, at OAS headquarters.
  1. To instruct the Committee on Juridical and Political Affairs to begin the appropriate preparatory work, including adoption of the measures necessary to ensure appropriate participation at the meeting by representatives of indigenous communities of the Hemisphere.
  1. To request that the Inter-American Indian Institute provide the necessary advisory services to the Working Group; that it present, at the earliest possible date, a report on the actions taken by other international organizations to promote the rights of indigenous populations; and that it support the General Secretariat in its measures to facilitate participation by representatives of indigenous communities of the Hemisphere.
  1. To request the General Secretariat and the organs, agencies, and entities of the inter-American system to provide the Working Group with any assistance it may require.
  1. 6. To authorize the General Secretariat to use the necessary resources, in keeping with the current program-budget, and to facilitate attendance by representatives of indigenous communities of the Hemisphere.
