CANCELLATION OF THE CONVOCATION OF A
MEETING OF CONSULTATION OF MINISTERS OF FOREIGN AFFAIRS
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN
STATES,
CONSIDERING:
That through resolution CP/RES. 642 (1015/95) of January
30, 1995, and at the request of the Permanent Representative of Ecuador, a
Meeting of Consultation of Ministers of Foreign Affairs of the member states of
the Organization of American States was convened to consider the crisis on the
border between Ecuador and Peru;
That the above-mentioned resolution authorized the Chair
of the Permanent Council to determine the venue and date for that Meeting of
Consultation, should it be held;
That diplomatic negotiations between the Republics of
Ecuador and Peru, with the participation of Argentina, Brazil, Chile, and the
United States as guarantors of the Protocol of Rio de Janeiro of January 29,
1942, concluded with the signing, on October 26, 1998, of the Presidential Act
of Brasilia, which settled the disputes between the two republics in a
comprehensive and definitive manner and laid a foundation for a shared future
of peace and development; and
That, therefore, the circumstances that gave rise to the
convocation of a Meeting of Consultation of Ministers of Foreign Affairs no
longer exist,
RESOLVES:

To cancel the convocation of the Meeting of Consultation of Ministers of
Foreign Affairs of the Organization of American States issued through
resolution CP/RES. 642 (1015/95) of January 30, 1995.

To congratulate the Republics of Ecuador and Peru on the agreements reached;
and to recognize the substantial assistance in the attainment of those
agreements given by Argentina, Brazil, Chile, and the United States as
guarantors of the Protocol of Rio de Janeiro.

To request the OAS Secretary General to transmit this decision to the
governments of the member states.
