SPECIAL MEETING OF THE COMMITTEE ON JURIDICAL AND POLITICAL AFFAIRS TO
PREPARE FOR THE MEETING OF GOVERNMENT EXPERTS ON THE PREVENTION OF
AND WAR ON CRIME

THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,

HAVING SEEN the report of the Chair of the Committee on Juridical and Political Affairs (CP/CAJP-1443/99);

CONSIDERING that the General Assembly, in resolution AG/RES. 1563 (XXVIII-O/98), "The Prevention of and War on Crime," at its twenty-eighth regular session, instructed the Permanent Council "to prepare the agenda and set the date for a meeting of government experts, in accordance with resources allocated in the program-budget and other resources, to facilitate a broad hemispheric discussion that will set the parameters and guidelines for addressing inter-American cooperation in these areas and provide a basis on which the OAS may develop a multilateral program in this area, and to convene that meeting as soon as possible";

ALSO CONSIDERING that, in the same resolution, the General Assembly also instructed the Permanent Council, in coordination with the OAS General Secretariat, to consult and meet with experts from think tanks and multilateral agencies specializing in this field, in preparation for the Meeting of Government Experts, and requested the Secretary General to identify and submit to the Permanent Council a list of experts; and

BEARING IN MIND that the Permanent Council's Committee on Juridical and Political Affairs decided that it would be appropriate to hold a special meeting to prepare for the Meeting of Government Experts, for which it prepared a draft agenda,

RESOLVES:

  1. To convene a Special Meeting of the Committee on Juridical and Political Affairs to Prepare for the Meeting of Government Experts on the Prevention of and War on Crime.
  1. To set February 22 and 23, 1999, as the dates for the Special Meeting of the Committee on Juridical and Political Affairs mentioned in the preceding paragraph, to be held at the Organization's headquarters.
  1. To adopt the following agenda for the aforementioned Special Meeting of the Committee on Juridical and Political Affairs:

AGENDA

  1. Study of the Report of the Secretary General on relevant international experience in the prevention of and war on crime, particularly the complementary measures that could be adopted in the inter-American context
  1. Measuring crime and violence
  2. Policies toward crime and violence
  3. Police, criminology, and criminal investigation training
  4. Establishing cooperation with other multilateral organizations, governments, private foundations, and nongovernmental organizations
  1. Drafting and approval of the agenda, date, working procedure, and other preparations for the Meeting of Government Experts envisaged in resolution AG/RES. 1563 (XXVIII-O/98)
  1. Other business.
  1. To request the General Secretariat to continue to provide its support with a view to ensuring the success of the Special Meeting of the Committee.
