HOLDING OF THE FOURTH MEETING OF MINISTERS RESPONSIBLE FOR PUBLIC
SECURITY IN THE AMERICAS (MISPA)
(Adopted at its session held on April 17, 2013)
THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
BEARING IN MIND that, according to Article 2 of the Charter of the
Organization of American States, one of the essential purposes of the
Organization is to strengthen peace and security in the Hemisphere;
RECALLING that the Declaration on Security in the Americas, adopted on
October 28, 2003 in Mexico City, Mexico, states that "Our new concept of
security in the Hemisphere is multidimensional in scope, includes
traditional and new threats, concerns, and other challenges to the
security of the states of the Hemisphere, incorporates the priorities of
each state, contributes to the consolidation of peace, integral
development, and social justice, and is based on democratic values,
respect for and promotion and defense of human rights, solidarity,
cooperation, and respect for national sovereignty;"
BEARING IN MIND the “Commitment to Public Security in the Americas,”
adopted at the First Meeting of Ministers Responsible for Public
Security in the Americas, held in Mexico in October 2008, and the
Consensus of Santo Domingo on Public Security, adopted at the Second
Meeting of Ministers Responsible for Public Security in the Americas,
held in the Dominican Republic in November 2009; and the Document of
Port-of-Spain: Institutionalization of the MISPA Process and the Port of
Spain Recommendations for Police Management, adopted at the Third
Meeting of Ministers Responsible for Public Security in the Americas,
held in Trinidad and Tobago in November 2011;
WELCOMING WITH SATISFACTION the offer by the Government of Colombia to
host the Fourth Meeting of Ministers Responsible for Public Security in
the Americas; and
HAVING SEEN resolution AG/RES. 2735 (XLII-O/12) "Advancing Hemispheric
Security: A Multidimensional Approach,"
RESOLVES:
1. To thank the Government of the Republic of Colombia and accept its
offer for the Fourth Meeting of Ministers Responsible for Public
Security in the Americas to be held in that country.
2. To convene the Fourth Meeting of Ministers Responsible for Public
Security in the Americas for November 21 and 22, 2013, in Medellin,
Colombia.
3. To instruct the Committee on Hemispheric Security to convene such
preparatory meetings as it may deem necessary, in accordance with the
provisions of the Document of Port of Spain: Institutionalization of the
MISPA Process.
4. To request the member states to provide the Committee on Hemispheric
Security with all the information it deems relevant to contribute to the
process of the Meetings of Ministers Responsible for Public Security in
the Americas.
5. To instruct the General Secretariat to provide the technical and
administrative secretariat services needed to prepare for and hold said
meeting, subject to the availability of financial resources in the
program-budget of the Organization and other resources for 2013..
