THE PERMANENT COUNCIL OF THE ORGANIZATION OF AMERICAN STATES,
 

            CONGRATULATES Brazil for the conclusion of its electoral process that was carried out within the framework of its democratic institutions.
 

            EXPRESSES its deepest congratulations to the Brazilian people and President Luiz Inacio Lula da Silva for his reelection.
