1) Project on the Trafficking of Women, Adolescents  and Children for Sexual Exploitation in the Americas

This project was developed in partnership with the International Human Rights Law Institute (IHRLI) of DePaul University (Chicago, Illinois) and the Inter-American Children’s Institute.  With the support of local NGOs and experts, data was compiled and analyzed for nine countries: Brazil, Belize, Nicaragua, Costa Rica, Panama, Honduras, El Salvador, Guatemala and the Dominican Republic  

The XXXI Assembly of Delegates of the CIM (October 2002) considered the final report of the project  and adopted Resolution CIM/RES.225  Fighting the Crime of Trafficking in Persons, Especially Women, Adolescents and Children.  The results, conclusions and recommendations of the research were published and disseminated throughout the Hemisphere.  In June 2003, the XXXIII General Assembly of the OAS adopted AG/RES. 1948 (XXXIII-0/03), “Fighting the Crime of Trafficking in Persons, especially Women, Adolescents and Children”

In September 2002, the Presidential Secretariat for Women of Guatemala, the Commission on Women, Children, Youth and Family of the Central American Parliament and the CIM held a Forum on Legislation against Trafficking, especially Women and Children for Exploitation in Guatemala City, to address effective legislation for trafficking in persons,  analyze obstacles in  identifying traffickers,  and in providing assistance to the victims and consider consultation mechanisms and national and regional actions to reform and harmonize legislation in the countries of the region.  The  Initiative on Legislation against Trafficking in Persons, especially Women and Children for Exploitation was adopted at this meeting by the members of the PARLACEN Commission.

Initiatives were also begun in other regions.  In March 2003, the CIM was invited to participate in the First Seminar on Trafficking in Persons, organized  by the office of Women’s Affairs of the Ministry of Foreign Affairs of Argentina in Buenos Aires.  CIM also presented recommendations on trafficking at the IX MERCOSUR Specialized Meeting of Women (Reunión Especializada de la Mujer -REM), held in Asunción, Paraguay, in May, which resulted in the incorporation of  the issue of trafficking  into the agenda of the MERCOSUR Women's Network and the establishment of a working group on trafficking in persons at the REM.  Activities carried out during the 2003-2004 period are described in the Report of the CIM to the Permanent Council on the Implementation of AG/RES 1948 (XXXIII-03)

2) Project on the Trafficking in Persons, Especially Women, Adolescents and Children for all Purposes of Exploitation

CIM is currently working in partnership with the International Organization for Migration (IOM) to initiate a second counter-trafficking project, which will  include applied research and capacity-building in Mexico and Bolivia, training in Belize, and counter-trafficking activities in the Caribbean region, initially, in the Bahamas, Barbados, Guyana, Jamaica, Suriname and St Lucia. Other countries will be included as the project develops. The IOM is the executing agency of this project.
