INTER-AMERICAN PROGRAM ON THE PROMOTION OF WOMEN’S
HUMAN RIGHTS AND GENDER EQUITY AND EQUALITY

THE THIRTIETH ASSEMBLY OF DELEGATES OF THE INTER-AMERICAN COMMISSION OF WOMEN,

RECALLING that the Twenty-ninth Assembly of Delegates adopted resolution CIM/RES. 209 (XXIX-O/98), in which it encourages and agrees upon, within the Organization of American States (OAS), a meeting of ministers or of the highest-ranking authorities responsible for policies for the advancement of women as a strategy for strengthening and modernizing the Commission;

BEARING IN MIND resolutions AG/RES. 1625 (XXIX-O/99), "Status of Women in the Americas and Strengthening and Modernization of the Inter-American Commission of Women," which calls a meeting of ministers or of the highest-ranking authorities responsible for the advancement of women in the member states, and AG/RES. 1732 (XXX-O/00), "Adoption and Implementation of the Inter-American Program on the Promotion of Women’s Human Rights and Gender Equity and Equality," adopted by the General Assembly of the OAS at its twenty-ninth and thirtieth regular sessions, respectively; and

CONSIDERING:

That the Inter-American Program on the Promotion of Women’s Human Rights and Gender Equity and Equality was approved by the meeting of ministers and adopted by the OAS General Assembly as a way of incorporating the gender perspective in the member states as well as within the OAS; and

That the incorporation of a gender perspective is "a strategy for making women’s as well as men’s concerns and experiences an integral dimension of the design, implementation, monitoring and evaluation of policies and programmes in all political, economic and societal spheres so that women and men benefit equally and inequality is not perpetuated."*

RESOLVES:

    1. To urge all principal delegates to the Inter-American Commission of Women to continue their efforts to ensure the timely and effective implementation of the strategies and objectives of the Inter-American Program.

    2. To urge the delegates to include in their reports to the next Assembly of Delegates information on the measures adopted and results obtained in implementing the actions established in the Program.

UPDATING THE STRATEGIC PLAN OF ACTION OF 

THE INTER-AMERICAN COMMISSION OF WOMEN

THE THIRTIETH ASSEMBLY OF DELEGATES OF THE INTER-AMERICAN COMMISSION OF WOMEN,

RECALLING that the Twenty-seventh Assembly of Delegates adopted resolution CIM/RES. 198 (XXVII-O/94), thereby adopting the Strategic Plan of Action of the Inter-American Commission of Women (CIM);

BEARING IN MIND:

That during the five-year period from 1995 to 2000, the Strategic Plan gave priority to women’s participation in power and decision-making structures, education, elimination of violence, and eradication of poverty; and

That this Plan is geared toward improving the quality of life of women, recognizing that this will have an impact on all of society, and that it encompasses the enormous range of women’s situations in the region, including urban and rural considerations, cultural and ethnic plurality, and women from different age brackets and underprivileged groups; and

CONSIDERING:

That the Inter-American Program on the Promotion of Women’s Human Rights and Gender Equity and Equality, adopted by the General Assembly of the OAS, complements the Strategic Plan of Action of the CIM;

That the CIM’s areas of action continue to be those established in the aforementioned plan; and

That its strategies for implementing them are still in effect, as are those in the Declaration and Platform for Action adopted at the United Nations Fourth World Conference on Women, held in Beijing, China, in 1995,

RESOLVES:

1. To extend the Strategic Plan of Action of the Inter-American Commission of Women (CIM) until 2005.

2. To adopt the necessary measures to ensure that the Strategic Plan of Action of the CIM complements the Inter-American Program on the Promotion of Women’s Human Rights and Gender Equity and Equality with regard to the role of the CIM within the inter-American system.

3. To urge the 2000-2002 Executive Committee to arrange for the CIM to continue to implement the actions established in the Plan.

2001 SEED FUND DISTRIBUTION CRITERIA

 

 

THE THIRTIETH ASSEMBLY OF DELEGATES OF THE INTER-AMERICAN COMMISSION OF WOMEN,

 

BEARING IN MIND that the purpose of the Seed Fund Protocol, adopted by the Twenty-eighth Assembly of Delegates in 1996 [CIM/RES. 187/96 (XXVIII-O/96)], is to provide member states with a source of funds aimed at supporting the countries’ efforts on behalf of women;

 

CONSIDERING that at the Fourth Regular Meeting of the Executive Committee, held in July 2000, the idea arose of using Fund resources to support implementation of the Inter-American Program on the Promotion of Women’s Human Rights and Gender Equity and Equality, particularly through the execution of multilateral projects; and

 

RECALLING that resources distributed by the Seed Fund must be used to address the various needs identifiable in the different regions, the priorities established in the Strategic Plan of Action of the Inter-American Commission of Women (CIM), and the Program Guidelines adopted by the Assembly of Delegates of the CIM, and must achieve a multiplier effect for the region covered in each project,

 

RESOLVES:

 

To instruct the Executive Committee that, in the evaluation of projects and distribution of 2001 Seed Fund resources, preference should be given to projects aimed at implementing the Inter-American Program on the Promotion of Women’s Human Rights and Gender Equity and Equality, without prejudice to the consideration of other projects.

BIENNIAL WORK PROGRAM OF THE Inter-AMERICAN COMMISSION OF WOMEN (CIM): PROGRAM GUIDELINES 2000-2002

 

THE THIRTIETH ASSEMBLY OF DELEGATES OF THE INTER-AMERICAN COMMISSION OF WOMEN,

 

HAVING SEEN document CIM/doc.21/00 rev. 1, entitled Draft Biennial Work Program of the Inter-American Commission of Women - Program Guidelines 2000-2002; and

 

CONSIDERING:

 

That the biennial work program contains guidelines that serve as the foundation for the work of the Inter-American Commission of Women for the 2000-2002 period; and

 

That coordinated programming is necessary to ensure that the strategic areas of action are properly addressed,

 

RESOLVES:

 

To adopt the Biennial Work Program of the Inter-American Commission of Women – Program Guidelines 2000-2002, contained in the appendix to this resolution.

AMENDMENTS TO THE LEGAL INSTRUMENTS 

OF THE Inter-American Commission of Women

 

THE THIRTIETH ASSEMBLY OF DELEGATES OF THE INTER-AMERICAN COMMISSION OF WOMEN,

 

HAVING SEEN resolution CIM/RES. 201 (XXIX-O/98), "Amendments to the Legal Instruments of the CIM," in which it was resolved to instruct the Executive Committee to continue to review the legal instruments of the Inter-American Commission of Women (CIM), especially the Statute, in order to propose the reforms needed to ensure the strengthening, flexibility, and effectiveness of the CIM, and to submit them for consideration by the next Assembly of Delegates;

 

CONSIDERING that the 1998-2000 Executive Committee of the CIM, in compliance with that mandate, took the pertinent steps and transmitted to the Assembly of Delegates, for its consideration, the recommendation that the current texts be maintained; and

 

BEARING IN MIND that the current Rules of Procedure of the Assembly of Delegates of the CIM are flexible and complete and that no situation has arisen that was unforeseen in the Rules or that would require that they be amended,

 

RESOLVES:

 

1. Not to amend the legal instruments of the Inter-American Commission of Women.

 

2. To thank the Executive Committee for its report and for the efforts made to comply with the mandate assigned.

SUPPORT FOR THE SPECIAL RAPPORTEUR OF THE Inter-American Commission on Human Rights ON THE RIGHTS OF WOMEN

 

THE THIRTIETH ASSEMBLY OF DELEGATES OF THE INTER-AMERICAN COMMISSION OF WOMEN,

 

RECALLING:

 

That the Twenty-ninth Assembly of Delegates adopted resolution CIM/RES. 199 (XXIX-O/98), "Equal Legal Rights for Women: Report of the Special Rapporteur of the Inter-American Commission on Human Rights on the Status of Women in the Americas"; and

 

That, at its thirtieth regular session, the General Assembly of the Organization of American States (OAS) adopted, through resolution AG/RES. 1732 (XXX-O/00), the Inter-American Program on the Promotion of Women’s Human Rights and Gender Equity and Equality, which establishes specific objectives through the promotion of gender equity and equality and women’s human rights;

 

CONSIDERING that the Inter-American Commission on Human Rights (IACHR) and the Inter-American Commission of Women (CIM) have complementary areas of interest, such as efforts at the prevention, punishment, and eradication of violence against women and of trafficking in women and children for purposes of sexual exploitation; and

 

BEARING IN MIND:

 

That, at the twenty-ninth regular session of the OAS General Assembly, Marta Altolaguirre, of Guatemala, was elected as a member of the IACHR for the period from January 2000 to December 2003; and

 

That during the 106th regular session of the IACHR, in February 2000, IACHR member Altolaguirre was elected Special Rapporteur of the IACHR on the Rights of Women,

RESOLVES:

 

  1. To reiterate its support for the Special Rapporteur of the Inter-American Commission on Human Rights (IACHR) on the Rights of Women.

  2.  

  3. To instruct the Executive Committee for the 2000-2002 period, in pursuing the mandate from resolution CIM/RES. 199 (XXIX-O/98), to continue cooperating with the Special Rapporteur of the IACHR on the Rights of Women in following up on and implementing the recommendations contained in the Special Rapporteur’s report presented to the General Assembly of the Organization of American States at its twenty-eighth regular session, the mandates of the General Assembly, and those of the Third Summit of the Americas, where appropriate.

  5. To urge the Executive Committee for the 2000-2002 period to take the necessary measures to enable the Inter-American Commission of Women to carry out this initiative.

  7. To convey to the IACHR its satisfaction with the appointment of a Special Rapporteur on the Rights of Women and to offer her its unwavering support.

VOTE OF THANKS TO THE GOVERNMENT OF NICARAGUA

 

THE THIRTIETH ASSEMBLY OF DELEGATES OF THE INTER-AMERICAN COMMISSION OF WOMEN,

 

BEARING IN MIND that, reaffirming its commitment to women’s issues in the Hemisphere, the Government of Nicaragua, the coordinating country for the topic of women for the Summits of the Americas, offered to host the Thirtieth Assembly of Delegates of the Inter-American Commission of Women; and

 

CONSIDERING that the Government of Nicaragua was forced to withdraw its offer to host the Assembly, given the dire consequences of the natural disasters that occurred in Central America, which continue to affect the people of Nicaragua and require that all human and material resources be directed to national reconstruction efforts,

 

RESOLVES:

 

1. To thank the Government of Nicaragua for offering to host the Thirtieth Assembly of Delegates.

2.  To convey to the Government of Nicaragua the sincere solidarity of the Inter-American Commission of Women in the face of the difficult situation that country is experiencing.

MEETINGS OF THE 2000-2002 EXECUTIVE COMMITTEE

 

THE THIRTIETH ASSEMBLY OF DELEGATES OF THE INTER-AMERICAN COMMISSION OF WOMEN,

 

HAVING SEEN resolution CIM/RES. 54/82, "Meetings of the 1982/84 Executive Committee," adopted by the Twenty-first Assembly of Delegates of the Inter-American Commission of Women (CIM), and similar subsequent resolutions adopted by the Twenty-second, Twenty-third, Twenty-fourth, Twenty-fifth, Twenty-sixth, and Twenty-ninth Assemblies of Delegates;

 

CONSIDERING:

 

That the General Assembly of the Organization of American States, at successive regular sessions, instructed its bodies, agencies, and entities to schedule their meetings in strict observance of budgetary levels, reducing, when necessary, the number and length of such meetings, even when regulatory provisions stipulate otherwise; and

 

That the Executive Committee of the CIM has the function of adopting the necessary decisions to carry out the mandates of the Assembly of Delegates and facilitate the actions of the Commission; and

 

BEARING IN MIND that Article 39 of the CIM Regulations stipulates that "[t]he Executive Committee shall hold a regular meeting every three months at the headquarters of the Commission, or in any country of the Americas if it so decides, for as long as it deems advisable. It may also hold special meetings when the President or at least four of its members so request,"

 

RESOLVES:

 

To authorize the President of the Inter-American Commission of Women (CIM), on an exceptional basis, for the 2000-2002 period, to convene up to three regular meetings of the Executive Committee each year, which shall last as long as necessary to enable the Committee to fulfill its functions.

THE THIRTIETH ASSEMBLY OF DELEGATES OF THE INTER-AMERICAN COMMISSION OF WOMEN,

 

CONSIDERING:

 

That, upon conclusion of the proceedings, no country has offered to host the Thirty-first Assembly of Delegates of the Inter-American Commission of Women (CIM) in 2002; and

 

That, if a member state later offers to host the Thirty-first Assembly of Delegates, the provisions of Article 12 of the CIM Regulations and resolution CIM/RES. 72 (XXII-O/84), "Signing of Agreement for the Holding of Assemblies of Delegates of CIM in Member States," must be borne in mind,

 

RESOLVES:

 

1. To hold the Thirty-first Assembly of Delegates of the Inter-American Commission of Women at the headquarters of the Organization of American States, in Washington, D.C., in November 2002, unless an offer to hold it elsewhere is received and takes shape in keeping with the provisions of Article 12 of the CIM Regulations.

 

1. To instruct the Executive Committee to take the necessary steps during preparations for the Thirty-first Assembly of Delegates so that the Assembly will conclude within three days and will adopt the same format and structure as the Thirtieth Assembly of Delegates.
