 Primary and secondary education: Saint George’s College, Santiago

University education: Law School of the University of Chile

Postgraduate studies: Latin American Social Sciences Faculty (FLACSO) and University of Michigan (United States)

Professor of Political Theory at the University of Chile and of Political Science at the Catholic University in Chile until 1973

 Political Advisor to the Chilean Ministry of Foreign Affairs and Director of the Diplomatic Academy of Chile until 1973. 

Lived in Mexico from 1981 to 1988, doing research and then working as the Director of the United States Studies Institute in the Center for Economic Research and Teaching (CIDE) 

Professor at Mexico’s Universidad Nacional Autónoma, Universidad Iberoamericana, and Diplomatic Studies Institute. Author of numerous publications in his field. 

Appointed Chilean Ambassador for International Cooperation in 1990, Director of Multilateral Economic Affairs at the Ministry of Foreign Affairs, and Vice President of the International Cooperation Agency (AGCI). 

Member of the Chilean Association of Political Science, the Bar Association, and the Chilean Council of International Relations 

March 11, 1994, took office as Under-Secretary of Foreign Affairs 

September 20, 1994, appointed Minister of Foreign Affairs 

June 22, 1999, appointed Minister, Secretary General of the Office of the President 

March 11, 2000, took office as Minister of the Interior of Chile (Vice President of the Republic).
