Excellency:

I have the honor to address Your Excellency in response to your kind letter of July 27 and to submit my Government’s suggestions and comments on the mission to consult with the Inter-American Juridical Committee.

 

Now that the initial step has been taken–i.e., the Resolution of San José has been conveyed to the Juridical Committee–my foreign ministry believes it would be advisable to convey officially to the Juridical Committee the minutes of that portion of the thirty-first regular session of the General Assembly during which the foreign ministers discussed and adopted the resolution on the Inter-American Democratic Charter.

 

The minutes contain the first-hand record of the background material and reasoning presented in support of adoption of this highly important document, the Resolution of San José, Costa Rica. It is essential that the Juridical Committee review the points of view expressed and the positions taken, precisely as presented by the foreign ministers at the time, in order to better understand the meaning of the document they adopted.
